          SUBJECT:  Eugene "Gene" Chappie Memorial Highway

            
          DIGEST:  This resolution designates a portion of State Highway  
          Route (SR) 193 in El Dorado County as the Eugene "Gene" Chappie  
          Memorial Highway.

          ANALYSIS:
          
          The committee will adopt a policy at today's hearing regarding  
          the naming of state highways or structure.  Under the policy,  
          the committee will consider only those resolutions that meet all  
          of the following criteria:

          1.The person being honored must have provided extraordinary  
            public service or some exemplary contribution to the public  
            good and have a connection to the community where the highway  
            or structure is located.

          2.The person being honored must be deceased.

          3.The naming must be done without cost to the state.  Costs for  
            signs and plaques must be paid by local or private sources.

          4.The author or co-author of the resolution must represent the  
            district in which the facility is located, and the resolution  
            must identify the specific highway segment or structure being  
            named.

          5.The segment of highway being named must not exceed five miles

            in length.

          6.The proposed designation must reflect a community consensus  
            and be without local opposition.

          7.The proposed designation may not supersede an existing  
            designation unless the sponsor can document that a good-faith  
            effort has uncovered no opposition to rescinding the prior  
            designation.
          This resolution designates the portion of SR 193 from SR 49 to  
          Cramer Road in El Dorado County as the Eugene "Gene" Chappie  
          Memorial Highway.  This resolution further requests that the  
          Department of Transportation erect appropriate signs upon  
          receiving donations from non-state sources to cover the costs.  

          COMMENTS:

          1.Purpose.  The author introduced this resolution to honor the  
            life and service of Eugene Chappie.

          2.Background on Mr. Chappie.  Mr. Eugene Chappie was born on  
            March 28, 1920, in Sacramento.  After graduating from high  
            school, he joined the U.S. Army.  Mr. Chappie served in World  
            War II and later served in the Korean War.

            In 1950, Governor Earl Warren appointed Mr. Chappie to a  
            vacant seat on the El Dorado County Board of Supervisors,  
            where he served until he was elected to the State Assembly in  
            1964.  Mr. Chappie was elected to Congress in 1980, where he  
            served until 1986, when he retired to his family's ranch in  
            Cool.

            In 1987, Governor Deukmejian appointed Mr. Chappie to the  
            California Off-Highway Motor Vehicle Recreation Commission,  
            where he served until 1992.  The following year, Governor  
            Deukmejian appointed him to a vacant seat on the El Dorado  
            County Board of Supervisors, where he served until 1991.

            Mr. Chappie served on various state boards and commissions  
            during his career and was a founder of the Mountain Counties  
            Water Resources Association, the Georgetown Divide Public  
            Utility District, and the Jeepers Jamboree.  In addition, Mr.  
            Chappie was a member of the Rotary Club, Veterans of Foreign  
            Wars, American Legion, Pilot Hill Grange, Native Sons of the  
            Golden West, El Dorado County Farm Bureau, Elks Club, and Holy

            Name Society.

            Mr. Chappie passed away on May 31, 1992, at 72 years of age at  
            his home in Georgetown, California.

          3.Consistent with committee policy.  This resolution is  
            consistent with the provisions of the committee's policy on  
            highway designation.

          



          RELATED LEGISLATION:
          
          SCR 139 (Gaines), approved by this committee 11-0 in 2014, was  
          virtually identical to this resolution.  According to the  
          author's office, SCR 139 died at the Assembly Desk due to time  
          constraints at the end of session.
