BILL ANALYSIS Ó SCR 2 Page 1 Date of Hearing: June 22, 2015 ASSEMBLY COMMITTEE ON TRANSPORTATION Jim Frazier, Chair SCR 2 (Gaines) - As Introduced December 5, 2014 SENATE VOTE: 37-0 SUBJECT: Eugene "Gene" Chappie Memorial Highway. SUMMARY: Designates a segment of State Route (SR) 193 in El Dorado County as the "Eugene 'Gene' Chappie Memorial Highway." Specifically, this resolution: 1)Recounts the lifetime accomplishments of Mr. Eugene "Gene" Chappie, a long-time resident, rancher, elected official, and public servant of El Dorado County as well as a World War II veteran. 2)Designates a segment of SR 193 in El Dorado County between SR 49 and Cramer Road as the "Eugene 'Gene' Chappie Memorial Highway." 3)Requests that the California Department of Transportation (Caltrans) determine the cost of appropriate signs, consistent with the signing requirements for the state highway system, showing the special designation and, upon receiving donations SCR 2 Page 2 from non-state sources covering that cost, to erect those signs. EXISTING LAW: Assigns Caltrans the responsibility of operating and maintaining state highways including the installation and maintenance of highway signs. FISCAL EFFECT: Unknown, but the measure requests that Caltrans only erect the appropriate signage upon receiving donations from non-state sources covering the cost. COMMENTS: Mr. Chappie was a California native, born in Sacramento in 1920. He was a long-time El Dorado resident and rancher who served as a Captain in the United States Army during World War II. Mr. Chappie went on to have a distinguished career in public service, serving first on the El Dorado Board of Supervisors and later in the State Assembly and Congress before once again returning to serve on the El Dorado Board of Supervisors. His significant civic involvement included membership in the Rotary Club, the Veterans of Foreign Wars, the American Legion, the Pilot Hill Grange, the Native Sons of the Golden West, the El Dorado County Farm Bureau, the Elks, and the Holy Name Society. Mr. Chappie passed away in 1992. This resolution designating a specific portion of SR 193 in honor of Mr. Chappie acknowledges the significant role he played in his community.
