          DIGEST:  This resolution adopts the Joint Rules (JR) of the  
          Senate and Assembly for the 2015-16 Regular Session.

          ANALYSIS:  The legislative rules are similar to the 2014-15  
          Session and change the legislative deadlines and calendar to  
          reflect the new session.  Key changes include:

          1)JR 10.5 to clarify that any bill which results in a  
            substantial increase of revenue to the state shall be referred  
            to the Appropriations Committee.

          2)JR 26.5 to clarify that the Assembly Speaker may, rather than  
            shall, require a bill which was substantially substantively  
            changed in the Senate to an appropriate committee.

          3)JR 54(c) to clarify that upon an objection of a violation of  
            JR 54, the chair of a committee or the presiding officer may  
            rule on the objection, or the bill may, rather than shall, be  
            referred to the Committee on Rules of the house for a  
            determination.

          4)JR 58.5 to clarify that the Legislature may consider a  
            Governor's veto for only 60 legislative days and ends upon  
            adjournment sine die of a session.
