Senate Concurrent Resolution No. 6—Relative to a sister state relationship with Santa Fe, Argentina.


SCR 6, as introduced, Monning. Santa Fe, Argentina: sister state relationship.

The measure would express the intent and commitment of the state to enter into a sister state relationship with the Province of Santa Fe, Argentina.

P1    1WHEREAS, The United States-Argentina relations have grown
2and strengthened since the United States government formally
3recognized the United Provinces of the Río de la Plata, the
4predecessor to Argentina, on January 27, 1823; and

5WHEREAS, The State of California and the Province of Santa
6Fe, through reciprocal legislative exchanges, have cultivated a
7strong bilateral relationship based on shared interests that include
8higher education, trade, investments, and agriculture; and

9WHEREAS, Both regions stress the importance of education
10and acknowledge the pivotal role universities play in advancing
11scientific knowledge. The relationship between the National
12University of Rosario and the University of California, Berkeley,
13has already enhanced academic interconnectivity; and

P2    1WHEREAS, Santa Fe has numerous emerging markets that are
2a potential hub for California investment and trade opportunities;

4WHEREAS, Santa Fe and California both have a reputation for
5being major gateways for import and export due to world class
6shipping centers and railroad terminals. Outreach to the Ports of
7Oakland and Los Angeles was conducted on behalf of the Port of
8Rosario during the previous Santa Fe legislative delegation’s visit;

10WHEREAS, A sister state relationship between Santa Fe and
11California would promote the likelihood of mutually beneficial
12joint research projects between universities and businesses of the
13two regions; and

14WHEREAS, Santa Fe and California have temperate climates
15and fertile ground conducive to agriculture and the two regions
16have capitalized on these conditions to create prolific
17export-oriented agricultural sectors with dairy being a key
18component to both; and

19WHEREAS, Santa Fe and California face many of the same
20challenges, such as the need for substantial new investment in
21infrastructure and the need for sustainable energy solutions; and

22WHEREAS, The government of the Province of Santa Fe has
23enthusiastically pursued the deepening of ties with California
24through periodic legislative visits and the enactment of a
25proclamation in support of a sister state relationship; now,
26therefore, be it

27Resolved by the Senate of the State of California, the Assembly
28thereof concurring,
That the Legislature commit to formalizing
29the sister state relationship between the Province of Santa Fe in
30Argentina and the State of California; and be it further

31Resolved, That it is the intent of the Legislature through a sister
32state relationship with the Province of Santa Fe to encourage and
33facilitate social, economic, scientific, educational, and cultural
34exchanges to further promote the prosperity of both regions and
35to improve international understanding and goodwill between both
36regions; and be it further

2this resolution to the author for distribution.
