The measure would express the intent and commitment of the state to enter into a sister state relationship with the Province of Santa Fe, Argentina.

P1 1WHEREAS, The United States-Argentina relations have grown
2and strengthened since the United States government formally
P1 1recognized the United Provinces of the Río de la Plata, the
2predecessor to Argentina, on January 27, 1823; and
3WHEREAS, The State of California and the Province of Santa
4Fe, through reciprocal legislative exchanges, have cultivated a
5strong bilateral relationship based on shared interests that include
6higher education, trade, investments, and agriculture; and
7WHEREAS, Both regions stress the importance of education
8and acknowledge the pivotal role universities play in advancing
9scientific knowledge. The relationship between the National
10University of Rosario and the University of California, Berkeley,
11has already enhanced academic interconnectivity; and
12WHEREAS, Santa Fe has numerous emerging markets that are
13a potential hub for California investment and trade opportunities;
14and
15WHEREAS, Santa Fe and California both have a reputation for
16being major gateways for import and export due to world class
17shipping centers and railroad terminals. Outreach to the Ports of
18Oakland and Los Angeles was conducted on behalf of the Port of
19Rosario during the previous Santa Fe legislative delegation’s visit;
20and
21WHEREAS, A sister state relationship between Santa Fe and
22California would promote the likelihood of mutually beneficial
23joint research projects between universities and businesses of the
24two regions; and
25WHEREAS, Santa Fe and California have temperate climates
26and fertile ground conducive to agriculture and the two regions
27have capitalized on these conditions to create prolific
28export-oriented agricultural sectors with dairy being a key
29component to both; and
30WHEREAS, Santa Fe and California face many of the same
31challenges, such as the need for substantial new investment in
32infrastructure and the need for sustainable energy solutions; and
33WHEREAS, The government of the Province of Santa Fe has
34enthusiastically pursued the deepening of ties with California
35through periodic legislative visits and the enactment of a
36proclamation in support of a sister state relationship; now,
37therefore, be it
38Resolved by the Senate of the State of California, the Assembly
39thereof concurring, That the Legislature commit to formalizing
P3 1the sister state relationship between the Province of Santa Fe in
2Argentina and the State of California; and be it further
3Resolved, That it is the intent of the Legislature through a sister
4state relationship with the Province of Santa Fe to encourage and
5facilitate social, economic, scientific, educational, and cultural
6exchanges to further promote the prosperity of both regions and
7to improve international understanding and goodwill between both
8regions; and be it further
9Resolved, That the Secretary of the Senate transmit copies of
10this resolution to the author for distribution.
