Senate Concurrent Resolution No. 6—Relative to a sister state relationship with Santa Fe, Argentina.

LEGISLATIVE COUNSEL’S DIGEST

SCR 6, Monning. Santa Fe, Argentina: sister state relationship.

The measure would express the intent and commitment of the state to enter into a sister state relationship with the Province of Santa Fe, Argentina.

WHEREAS, The United States-Argentina relations have grown and strengthened since the United States government formally recognized the United Provinces of the Río de la Plata, the predecessor to Argentina, on January 27, 1823; and

WHEREAS, The State of California and the Province of Santa Fe, through reciprocal legislative exchanges, have cultivated a strong bilateral relationship based on shared interests that include higher education, trade, investments, and agriculture; and

WHEREAS, Both regions stress the importance of education and acknowledge the pivotal role universities play in advancing scientific knowledge. The relationship between the National University of Rosario and the University of California, Berkeley, has already enhanced academic interconnectivity; and

WHEREAS, Santa Fe has numerous emerging markets that are a potential hub for California investment and trade opportunities; and

WHEREAS, Santa Fe and California both have a reputation for being major gateways for import and export due to world class shipping centers and railroad terminals. Outreach to the Ports of Oakland and Los Angeles was conducted on behalf of the Port of Rosario during the previous Santa Fe legislative delegation’s visit; and

WHEREAS, A sister state relationship between Santa Fe and California would promote the likelihood of mutually beneficial joint research projects between universities and businesses of the two regions; and

WHEREAS, Santa Fe and California have temperate climates and fertile ground conducive to agriculture and the two regions have capitalized on these conditions to create prolific export-oriented agricultural sectors with dairy being a key component to both; and

WHEREAS, Santa Fe and California face many of the same challenges, such as the need for substantial new investment in infrastructure and the need for sustainable energy solutions; and

WHEREAS, The government of the Province of Santa Fe has enthusiastically pursued the deepening of ties with California through periodic legislative visits and the enactment of a proclamation in support of a sister state relationship; now, therefore, be it

Resolved by the Senate of the State of California, the Assembly thereof concurring, That the Legislature commit to formalizing the sister state relationship between the Province of Santa Fe in Argentina and the State of California; and be it further

Resolved, That it is the intent of the Legislature through a sister state relationship with the Province of Santa Fe to encourage and facilitate social, economic, scientific, educational, and cultural exchanges to further promote the prosperity of both regions and to improve international understanding and goodwill between both regions; and be it further

Resolved, That the Secretary of the Senate transmit copies of this resolution to the author for distribution.
