          Province of Santa Fe, Argentina.

ANALYSIS: This resolution makes the following legislative
          findings:

1.The State of California and the Province of Santa Fe, through
reciprocal legislative exchanges, have cultivated a strong
bilateral relationship based on shared interests that include
higher education, trade, investments, and agriculture.

2.Santa Fe has numerous emerging markets that are a potential
hub for California investment and trade opportunities.

3.Santa Fe and California both have a reputation for being major
gateways for import and export due to world class shipping
            centers and railroad terminals.

4.A sister state relationship between Santa Fe and California

                                                                      SCR 6
                                                                     Page 2

would promote the likelihood of mutually beneficial joint
research projects between universities and businesses of the
            two regions.

5.Santa Fe and California have temperate climates and fertile
ground conducive to agriculture and the two regions have
capitalized on these conditions to create prolific
export-oriented agricultural sectors with dairy being a key
            component to both.

6.Santa Fe and California face many of the same challenges, such
as the need for substantial new investment in infrastructure
and the need for sustainable energy solutions.

This resolution expresses the intent and commitment of the state
to enter into a sister state relationship with the Province of
Santa Fe, Argentina to encourage and facilitate social,
economic, scientific, educational, and cultural exchanges to
further promote the prosperity of both regions and to improve
