This measure would respectfully urge Congress to appropriate $248 million in funding to complete Phase 2 of the Calexico West Land Port of Entry reconfiguration and expansion project in order to realize the benefits the improvements of this project will have on the nation’s economy.

P1 1WHEREAS, The inclusion of $248 million in funding for Phase
22 of the Calexico West Land Port of Entry reconfiguration and
3expansion project in the Financial Services and General
4Government Appropriations bill is proposed by the President’s
5Fiscal Year 2017 Budget; and
6WHEREAS, This funding will ensure completion of the project,
7which will improve domestic supply chains, strengthen our national
8security, reduce the port’s carbon footprint, and facilitate economic
9growth, not only for the County of Imperial andbegin insert forend insert California, but
10for the entire nation; and
P2 1WHEREAS, The Obama Administration’s 2015 budget included
2a $98,062,000 investment in Calexico West Land Port of Entry
3Phase 1. This first phase of the expansion project is currently
4underway and is expected to be completed in 2018. Phase 2 will
5consist of the balance of the project, including additional sitework,
6an expanded pedestrian processing facility, administrative offices,
7and six additional northbound privately owned vehicle inspection
8lanes; and
9WHEREAS, The completion of this project guarantees the
10economic activity of the border will not be lost. On an average
11day, more thanbegin delete 11,000end deletebegin insert 15,000 to 20,000end insert privately operated vehicles
12and nearlybegin delete 13,000end deletebegin insert 20,000end insert pedestrians enter the United States
13through the Calexico Land Port of Entry; and
14WHEREAS, The United States’ goods and private services trade
15with Mexico totaled an estimatedbegin delete $536end deletebegin insert $583.6end insert billion inbegin delete 2012,end delete
16begin insert 2015,end insert with exports totalingbegin delete $243end deletebegin insert $267.2end insert billion and imports totaling

18WHEREAS, Mexico is currently ourbegin delete thirdend deletebegin insert secondend insert largest goods

23WHEREAS, Ninety-nine percent of trade between California
24and Mexico is carried bybegin delete trucks;end deletebegin insert trucks,end insert and the Calexico East Port
25of Entry serves nearly all of the international truck traffic crossings
26in the County of Imperial, with a total trade value of over $12
27billion in 2012; and
28WHEREAS, The San Diego Association of Governments 2050
29Comprehensive Freight Gateway Study projects that the nearly
30two million trucks that crossed the California-Mexico border in
312007 will increase to nearly five million trucks in 2050; and
32WHEREAS, Traffic congestion and delays at the borders of the
33Counties of San Diego and Imperial cost the economies of the
34United States and Mexico an estimated $8.63 billion in gross output
35and more than 73,900 jobs in 2007; and
36WHEREAS, The collaboration between federal, state, and local
37agencies is essential for the development of border infrastructure
38projects and security; and
39WHEREAS, The United States General Accountability Office
40and the United States Department of Homeland Security estimate
P3 1that $6 billion in border infrastructure is needed to fulfill their
2mission of preventing unlawful entry and smuggling while
3facilitating legitimate trade and tourism; now, therefore, be it
4Resolved by the Senate and the Assembly of the State of
5California, jointly, That the Legislature of the State of California
6respectfully urges Congress to appropriate $248 million in funding
7to complete Phase 2 of the Calexico West Land Port of Entry
8reconfiguration and expansion project in order to realize the
9benefits the improvements of this project will have on the nation’s
10economy; and be it further
11Resolved, That the Secretary of the Senate transmit copies of
12this resolution to the President and Vice President of the United
13States, to the Speaker of the House of Representatives, to the
14Majority Leader of the Senate, and to each Senator and
15Representative from California in the Congress of the United
16States.
