SUBJECT: Calexico West Land Port of Entry project: funding
DIGEST: This bill urges the federal government to fund
infrastructure improvements at the Calexico West Land Port of
Entry.
ANALYSIS:
Existing law:
At the federal level, The Budget and Accounting Act of 1921
requires the President of the United States to submit the
federal budget to Congress for each fiscal year. The fiscal
year is the 12-month period beginning on October 1 and ending on
September 30 of the next calendar year. Federal law further
requires that the President submit the budget between the first
Monday in January and the first Monday in February.
This resolution urges Congress to appropriate $248 million in
funding, as specified in the federal budget proposal, to
complete Phase 2 of the Calexico West Land Port of Entry
reconfiguration and expansion project.
COMMENTS:
1)Purpose. The author notes, "It is estimated that by 2050,
border crossings in San Diego County will exceed 4.4 million
truckloads per year and 39 million tons of goods, valued at
$309 billion. On an average day, more than 11,000 privately

operated vehicles (POV) and nearly 13,000 pedestrians enter
the United States through the Calexico Land Port of Entry.
California exports to Mexico amounted to $26.8 billion in
2015, a 5.5 percent increase from 2014. Moreover, 99 percent
of trade between California and Mexico is carried by trucks.
SJR 22 would respectfully urge Congress to appropriate $248
million in funding as proposed by the President's Fiscal Year
2017 Budget to complete Phase 2 of the Calexico West Land Port
of Entry Reconfiguration and Expansion project, due to the
benefits the improvements of this project will have on the
nation's economy."
2)Calexico Land Port. Calexico West, built in 1974, processes
an average of more than 16,000 private vehicles and 20,000
pedestrians per day. Calexico East, built in 1996 to help
ease traffic at Calexico West, handles commercial operations.
Facilities at Calexico are inadequate to meet traffic demand
and obsolete in terms of inspector safety and border security.
The General Services Administration (GSA) has proposed an
expansion project, for which Congress has appropriated $24
million for site acquisition and project design. GSA
estimates construction costs at $318 million.
3)Phase 1. Phase 1 of the project consisted of 10 northbound
POV inspection lanes, a head house, and site work necessary to
accommodate those facilities. Phase 2 will include the balance
of the project, including additional site work, a pedestrian
processing facility, administrative offices, five southbound
POV inspection lanes, and six additional northbound POV
inspection lanes. While GSA has indicated Phase 1 of the
project has been fully funded, GSA also notes that Phase 2 of
the project is currently unfunded. This resolution requests
Congress to appropriate the amount of Phase 2 project funding
specified in the President's 2017 budget proposal.
Related Legislation:
AJR 4 (Hueso and Pérez, Chapter 24, Statutes of 2013) -
requests that the federal government, including the Department
of Homeland Security and the GSA, fund necessary improvements at
the San Ysidro, Calexico, and Otay Mesa Ports of Entry.
