SUBJECT: Calexico West Land Port of Entry project: funding

DIGEST: This resolution urges the federal government to fund
infrastructure improvements at the Calexico West Land Port of
Entry.
ANALYSIS: Existing federal law, the Budget and Accounting Act
of 1921, requires the President of the United States to submit
the federal budget to Congress for each fiscal year. The fiscal
year is the 12-month period beginning on October 1 and ending on
September 30 of the next calendar year. Existing federal law
further requires that the President submit the budget between
the first Monday in January and the first Monday in February.
This resolution urges Congress to appropriate $248 million in
funding, as specified in the federal budget proposal, to
complete Phase 2 of the Calexico West Land Port of Entry
reconfiguration and expansion project.

Background
The Calexico West Land Port, built in 1974, processes an average
of more than 16,000 private vehicles and 20,000 pedestrians per
day. The Calexico East Land Port was built in 1996 to help ease
traffic at Calexico West and specifically handles commercial
operations. The existing facilities at Calexico land ports are
inadequate to meet traffic demand and obsolete in terms of
inspector safety and border security. The General Services
Administration (GSA) has proposed an expansion project, for
which Congress has appropriated $24 million for site acquisition
and project design. GSA estimates construction costs at $318
million.
Phase 1 of the Calexico Land Port project consisted of 10
northbound privately operated vehicle (POV) inspection lanes, a
head house, and site work necessary to accommodate those
facilities. Phase 2 will include the balance of the project,
including additional site work, a pedestrian processing
facility, administrative offices, five southbound POV inspection
lanes, and six additional northbound POV inspection lanes.
While GSA has indicated Phase 1 of the project has been fully
funded, GSA also notes that Phase 2 of the project is currently
unfunded. This resolution requests Congress to appropriate the
amount of Phase 2 project funding specified in the President's
2017 budget proposal.
