Senate Resolution No. 16—Relative to National Surveyors Week.

P1    1WHEREAS, There are over 45,000 professional surveyors in
2 the United States, and 3,488 in the State of California; and

3WHEREAS, Surveying is the art and science of accurately
4determining the position of points and the distances between them
5and is often used to establish land boundaries for ownership or
6governmental purposes; and

7WHEREAS, Surveying has been an essential element in the
8development of the human environment since the beginning of
9recorded history and is required in the planning and execution of
10nearly every form of construction, with its most familiar modern
11uses in the fields of transportation, building and construction,
12communications, mapping, and the definition of legal boundaries
13for land ownership; and

14WHEREAS, In order to accomplish their objective, surveyors
15use elements of engineering, physics, mathematics, law, and
16history; and

17WHEREAS, Since the colonial days of the United States,
18surveyors have been leaders in the community, statesmen,
19influential citizens, and shapers of cultural standards; and

20WHEREAS, Former notable surveyors include George
21Washington, Thomas Jefferson, Abraham Lincoln, Lewis and
22Clark, Daniel Boone, and Henry David Thoreau, among many
23others; and

24WHEREAS, It was the work of the surveyor that determined
25the boundaries of land, the greatest economic asset in the colonies
P2    1and territories that became the United States, including California;
2and

3WHEREAS, The nature of surveying has changed dramatically
4over time, as it is no longer limited to the description and location
5of land boundaries; and

6WHEREAS, Hydrographic surveys are important to the use of
7all bodies of water; and

8WHEREAS, Engineering surveys are utilized in the study and
9selection of engineering construction; and

10WHEREAS, Geodetic surveys determine precise global
11positioning for such activities as aircraft and missile navigation;
12and

13WHEREAS, Cartographic surveys are used for mapping and
14charting, as well as photogrammetry, the science of using aerial
15photographs for measurement and map production; and

16WHEREAS, Many services are now provided through the use
17of sophisticated surveying equipment and techniques, including
18satellite-borne remote sensing devices and automated positioning,
19measuring, recording, and plotting equipment; and

20WHEREAS, The establishment of the week of March 15 through
21March 21, 2015, as National Surveyors Week is a fitting tribute
22to all surveyors; now, therefore, be it

23Resolved by the Senate of the State of California, That the Senate
24recognizes the week of March 15 through March 21, 2015, as
25National Surveyors Week; and be it further

26Resolved, That the Secretary of the Senate transmit copies of
27this resolution to the author for appropriate distribution.
