Senate Resolution No. 34—Relative to the Standing Rules of the Senate for the 2015–16 Regular Session.

P1    1Resolved by the Senate of the State of California, That the
2Standing Rules of the Senate for the 2015-16 Regular Session are
3amended as follows:

4That Rule 12 is amended to read:

812.   The standing committees of the Senate and subjects to be
9referred to each are set out below. The provisions set forth below
10as to the assignment of bills are intended as a guide to the
11Committee on Rules, but are not binding upon the committee.

12(1) Agriculture, 5 members. Bills relating to agriculture.

13(2) Appropriations, 7 members. Bills that are subject to Joint
14Rule 10.5 and are not referred to the Committee on Budget and
15Fiscal Review. Bills that constitute a state-mandated local program.

16(3) Banking and Financial Institutions, 7 members. Bills relating
17to financial institutions, lending, and corporations.

18(4) Budget and Fiscal Review, 16 members. The Budget Bill
19and bills implementing the Budget. Bills that directly affect the
20State Budget, including deficiencies and reappropriations.

21(5) Business, Professions and Economic Development, 9
22members. Bills relating to business and professional practices,
23licensing, and regulations. Bills relating to economic development,
24commerce, and international trade.

2education, and related programs. Bills relating to education
3employee issues and collective bargaining.

4(7) Elections and Constitutional Amendments, 5 members. Bills
5relating to elections and constitutional amendments, ballot

7(8) Energy, Utilities and Communications, 11 members. Bills
8relating to public utilities and carriers, energy companies,
9alternative energy development and conservation, and
10communications development and technology.

11(9) Environmental Quality, 7 members. Bills relating to
12environmental quality, environmental health, air quality, water
13quality, waste management, recycling, toxics, and hazardous
14materials and waste.

15(10) Governance and Finance, 7 members. Bills relating to local
16government procedure, administration, and organization. Bills
17 relating to land use. Bills relating to state and local revenues, bonds,
18and taxation.

33of Civil Procedure, Evidence Code, Family Code, and Probate
34Code. Bills relating to courts, judges, and court personnel. Bills
35relating to liens, claims, and unclaimed property. Bills relating to
36privacy and consumer protection.

37(16) Labor and Industrial Relations, 5 members. Bills relating
38to labor, industrial safety, unemployment, workers’ compensation
39and insurance, and noncertificated public school employees.

P3    1(17) Natural Resources and Water, 9 members. Bills relating to
2conservation and the management of public resources, fish and
3wildlife, regulation of oil, mining, geothermal development,
4wetlands and lakes, global atmospheric effects, ocean and bay
5pollution, coastal resources, forestry practices, recreation, parks,
6and historical resources. Bills relating to water supply management.

7(18) Public Employment and Retirement, 5 members. Bills
8relating to state and local public agency collective bargaining; state
9and local non-school public employees; classified public school
10employees; public retirement systems; public employees’
11compensation and employment benefits, including retirement and
12healthcare; and state social security administration.

13(19) Public Safety, 7 members. Bills amending the Evidence
14Code, relating to criminal procedure; the Penal Code; and statutes
15of a penal nature. Bills relating to the Department of Corrections
16and Rehabilitation and the Board of State and Community
17Corrections.

18(20) Rules, 5 members. Proposed amendments to the rules and
19other matters relating to the business of the Legislature.

20(21) Transportation and Housing, 11 members. Bills relating to
21the operation, safety, equipment, transfer of ownership, licensing,
22and registration of vehicles, aircraft, and vessels. Bills relating to
23the Department of Transportation and the Department of Motor
24Vehicles. Bills relating to highways, public transportation systems,
25and airports. Bills relating to housing and community
26redevelopment.

27(22) Veterans Affairs, 5 members. Bills relating to veterans,
28military affairs, and armories. Bills amending the Military and
29Veterans Code.

30The standing committees of any regular session shall be the
31standing committees of concurrent special or extraordinary sessions
32unless otherwise ordered by the Senate.
