          DIGEST:          This resolution recognizes September 2015 as National  
          Preparedness Month.
          Senate Floor Amendments of 8/25/15 (1) add an additional clause  
          stating the opportunity to recognize the Governor's Office of  
          Emergency Services and commend its leadership and service to the  
          public in emergency preparedness; and (2) make technical  
          changes.


          ANALYSIS:   This resolution makes the following legislative  
          findings:


          1)A terrorist attack, natural disaster, or other emergency could  
            strike any part of the United States at any time.


          2)National Preparedness Month provides an opportunity to  
            highlight the importance of public emergency preparedness and  
            to encourage people in communities throughout the country to  
            take steps to be better prepared for emergencies at home,  
            work, and school.

          3)By taking steps such as assembling emergency supply kits,  
            creating family emergency plans, staying informed about  
            possible emergencies, and obtaining reasonable levels of  
            insurance, the people of California and the nation can be  
            better prepared when disaster strikes.


          This resolution recognizes September 2015 as National  
          Preparedness Month, and commends the Federal Emergency  
          Management Agency and the more than 3,000 national, regional,  
          state, and local public and private organizations who join in  
          the countrywide effort to raise awareness of the importance of  
          emergency preparedness.
