P1 1WHEREAS, On July 20, 2015, Senator Kevin de León, in his
2position of President Pro Tempore of the Senate, signed a letter
3of intent with Dr. Eruviel Avila, Governor of the State of Mexico
4and President of the National Conference of Governors of Mexico
5(CONAGO), setting forth their mutual intent to establish a
6permanent dialogue between the Senate and leaders in the
7government of Mexico; and
8WHEREAS, CONAGO serves to strengthen the local
9governments of Mexico through political, economic, social, and
10legal studies and the development of budgetary, public safety, and
11social policies, as well as strengthen its ties with governments that
12impact communities of Mexicans living outside Mexico; and
13WHEREAS, The government of California and its leaders have
14devoted much effort to encourage the state’s relationship with the
15government of Mexico given their shared border and the millions
16of individuals of Mexican origin living in California; and
17WHEREAS, The Senate has approved laws that promote respect
18for human rights and the integrity of the individual, worked towards
19a more inclusive social integration, and recognized the
20contributions of immigrants to the state; and now, therefore, be it
21Resolved by the Senate of the State of California, That the Senate
22commits to CONAGO to establish a mechanism for permanent
23dialogue between the Senate and National Conference of Governors
24of Mexico to exchange information on legislative initiatives that
P2 1benefit the migrant community in California and the families of
2migrants in Mexico; and be it further
3Resolved, That the Senate commits to CONAGO to enhance
4communication with other actors in the public and private sectors
5in all entities and institutions involved, with the purpose to establish
6programs of cooperation around a common agenda, with topics
7such as education, trade, tourism, and environment; and be it
8further
9Resolved, That the President Pro Tempore of the Senate may
10select the Senators who will cooperate with CONAGO to achieve
11the goals set forth in this resolution; and be it further
12Resolved, That the Secretary of the Senate transmit copies of
13this resolution to the author for appropriate distribution.
