SUBJECT: Relative to California-Mexico relations

DIGEST: This resolution states the Senate commits to the
National Conference of Governors of Mexico to establish a
mechanism for permanent dialogue between the Senate and National
Conference of Governors of Mexico to exchange information on
legislative initiatives that benefit the migrant community in
California and the families of migrants in Mexico.
ANALYSIS: This resolution makes the following legislative
findings:
1)On July 20, 2015, Senator Kevin de León, in his position of
President Pro Tempore of the Senate, signed a letter of intent
with Dr. Eruviel Avila, Governor of the State of Mexico and
President of the National Conference of Governors of Mexico
(CONAGO), setting forth their mutual intent to establish a
permanent dialogue between the Senate and leaders in the
government of Mexico.
2)The government of California and its leaders have devoted much
effort to encourage the state's relationship with the

government of Mexico given their shared border and the
millions of individuals of Mexican origin living in
California.
3)The Senate has approved laws that promote respect for human
rights and the integrity of the individual, worked towards a
more inclusive social integration, and recognized the
contributions of immigrants to the state.
This resolution states:
1)That the Senate commits to CONAGO to establish a mechanism for
permanent dialogue between the Senate and National Conference
of Governors of Mexico to exchange information on legislative
initiatives that benefit the migrant community in California
and the families of migrants in Mexico.
2)That the Senate commits to CONAGO to enhance communication
with other actors in the public and private sectors in all
entities and institutions involved, with the purpose to
establish programs of cooperation around a common agenda, with
topics such as education, trade, tourism, and environment.
3)That the President Pro Tempore of the Senate may select the
Senators who will cooperate with CONAGO to achieve the goals
set forth in this resolution.
