           DIGEST  :    This resolution revises Senate Rule 12 relative to  
          the standing committees of the Senate by providing the numerical  
          membership for each standing committee and the subject matter to  
          be referred to each.

           ANALYSIS  :    Senate Rule 12 provides for the numerical  
          membership and the subject matters of each of the Senate  
          standing committees.  

          This resolution sets the membership for the standing committees  
          as follows:

            1.  Agriculture - 5 members;
            2.  Appropriations - 7 members;
            3.  Banking and Financial Institutions - 7 members;
            4.  Budget and Fiscal Review - 16 members;
            5.  Business, Professions and Economic Development - 9  
              members;
            6.  Education - 9 members;
            7.  Elections and Constitutional Amendments - 5 members;
            8.  Energy, Utilities and Communications - 11 members;
            9.  Environmental Quality - 7 members;
