Senate Resolution No. 1—Relative to the Standing Rules of the Senate for the 2015–16 Second Extraordinary Session.

P1    1Resolved by the Senate of the State of California, That the
2Standing Rules of the Senate for the 2015-16 Second Extraordinary
3Session are amended as follows:

4That Rule 12 is amended to read:

56Standing Committees

812.   The standing committees of the Senate and subjects to be
9referred to each are set out below. The provisions set forth below
10as to the assignment of bills are intended as a guide to the
11Committee on Rules, but are not binding upon the committee.

12(1) Appropriations, 7 members. Bills that are subject to Joint
13Rule 10.5 and are not referred to the Committee on Budget and
14Fiscal Review. Bills that constitute a state-mandated local program.

15(2) Public Health and Developmental Services Committee, 13
16members. Bills relating to public health, health care systems,
17developmental disabilities, in-home supportive services, mental
18health, health insurance, and related institutions. Bills relating to
19welfare, social services, and support. Bills pertaining to the
20improvement, efficiency, efficacy, and cost of the health care
21system. Bills pertaining to permanent and sustainable funding,
22revenue, bonds, and taxation for managed care, health care systems,
P2    1and related issues to reduce the cost of providing health care
2services and improve the health of all Californians.

3(3) Rules, 5 members. Proposed amendments to the rules and
4other matters relating to the business of the Legislature.
