SUMMARY: Amends the Budget Act of 2015 to increase funding for
SB 86

debt repayment and reflect costs associated with wildfire
recovery activities. Specifically, this bill:
1)Appropriates $240 million to prepay retiree health benefits.
2)Appropriates $173 million to repay a $173 million loan related
to the Traffic Congestion Relief Fund loans. This funding
would be used for the following purposes:
a) $148 million for Traffic Congestion Relief fund
projects;
b) $11 million for trade corridor improvements;
c) $9 million for the Transit and Intercity Rail Capital
program; and
d) $5 million for the State Highway Operations and
Protection Program.
3)Appropriates $105 million of Waste Reduction and Management
funds for fire recovery and debris removal related to recent
fires in Lake and Calaveras counties.
4)Increases funding for the University of California by $1.855
million to enroll 48 students in the San Joaquin Valley
Medical Program
FISCAL EFFECT: This would increase the overall budget
appropriation by $520 million all funds.
COMMENT: This bill amends the 2015 Budget Act.
