SUBJECT: Budget Act of 2015

DIGEST: This bill amends and adds appropriations to the Budget
Act of 2015.
Assembly Amendments delete the Senate version of the bill, which
expressed legislative intent to enact statutory changes related
to the Budget Act of 2015, and instead add the current language.
ANALYSIS: This bill makes the following appropriations:
1)Transfers from the General Fund reserve no later than January
1, 2017, the amount of $173 million, and allocates funds as
follows:
a) $148 million for specified local Traffic Congestion

Relief projects;
b) $11 million for trade corridor improvements;
c) $9 million for the Transit and Intercity Rail Capital
Program; and
d) $5 million for the State Highway Operations and
Protection Program.
2)Supports fire recovery and debris removal for Lake and
Calaveras counties with $105 million in funding.
3)Provides $240 million towards existing liabilities to prefund
health and dental benefits for state retirees. This funding
would be coupled with the Administration's efforts to have the
state and its employees to share equally in the prefunding of
retiree health benefits.
4)Provides $1.85 million to the University of California for the
San Joaquin Valley Program in Medical Education (SJV PRIME)
over two years through June 30, 2017. The SJV PRIME program is
a collaboration between the UC Davis School of Medicine, UC
Merced and UC San Francisco-Fresno, that allows students to
enroll in the UC Davis Medical School and complete the
clinical portion of their degree in SJV clinics.
