SUBJECT: Special Deputy Frank Hamilton Memorial Highway
DIGEST: This resolution designates a portion of State Highway
Route (SR) 371 in the County of Riverside as the Special Deputy
Frank Hamilton Memorial Highway.
ANALYSIS:
The committee has adopted a policy regarding the naming of state
highways or structures. Under the policy, the committee will
consider only those resolutions that meet all of the following
criteria:
1)The person being honored must have provided extraordinary
public service or some exemplary contribution to the public
good and have a connection to the community where the highway
or structure is located.
2)The person being honored must be deceased.
3)The naming must be done without cost to the state. Costs for
signs and plaques must be paid by local or private sources.
4)The author or co-author of the resolution must represent the
district in which the facility is located, and the resolution
must identify the specific highway segment or structure being
named.
5)The segment of highway being named must not exceed five miles

in length.
6)The proposed designation must reflect a community consensus
and be without local opposition.
7)The proposed designation may not supersede an existing
designation unless the sponsor can document that a good faith
effort has uncovered no opposition to rescinding the prior
designation.
This resolution designates the portion of SR 371 from Howard
Road to Tribal Road near the community of Anza in Riverside
County as the Special Deputy Frank Hamilton Memorial Highway.
The resolution further requests that the Department of
Transportation erect appropriate signs upon receiving donations
from non-state sources to cover the costs.
COMMENTS:
Purpose. The author introduced this bill to honor the life and
service of Special Deputy Frank Hamilton.
Background on Special Deputy Frank Hamilton. In 1895, Frank
Hamilton, a Native American and a Cahuilla tribal member from
the Anza area, was working as a Riverside County special deputy
sheriff. Special Deputy Hamilton acted as a law enforcement
officer for the Riverside County Sheriff's Office in the areas
surrounding the Cahuilla and Ramona Reservations (Anza) area,
including the area surrounding the town of San Jacinto.
On the evening of April 8, 1895, Special Deputy Hamilton was on
duty in the town of San Jacinto. He was in the town saloon when
a disagreement erupted between him and Charles Marshall, who had
greeted Special Deputy Hamilton with a racial epithet. Marshall
became enraged over the disagreement and left. Special Deputy
Hamilton had told Marshall to go away and that he did not want
any trouble with him, but Marshall retrieved a revolver and went
in search of Special Deputy Hamilton. Marshall located Special
Deputy Frank Hamilton in an alleyway adjacent to the town
saloon, and, without warning, began firing, hitting Special
Deputy Hamilton twice as he returned fire and managed to wound
Marshall. Special Deputy Hamilton succumbed to his gunshot
wounds the following day, April 9, 1895.
Special Deputy Frank Hamilton was the first deputy sheriff in

Riverside County to be killed in the line of duty, and his
killing was the subject of the first murder trial held in
Riverside County's history.
Consistent with committee policy. This resolution is consistent
with the provisions of the committee's policy on highway and
interchange designations.
