BILL ANALYSIS Ó SCR 51 Page 1 Date of Hearing: September 11, 2015 ASSEMBLY COMMITTEE ON TRANSPORTATION Jim Frazier, Chair SCR 51 (Stone) - As Introduced April 30, 2015 SENATE VOTE: 38-0 SUBJECT: Special Deputy Frank Hamilton Memorial Highway. SUMMARY: Designates a portion of State Highway Route (SR) 371 in Riverside County as the "Special Deputy Frank Hamilton Memorial Highway." Specifically, this resolution: 1)Recounts the life and accomplishments of Frank Hamilton, a special deputy sheriff in Riverside County. 2)Designates the portion of SR 371 between Howard Road and Tribal Road near the community of Anza in Los Angeles County as the "Special Deputy Frank Hamilton Memorial Highway." 3)Requests that the California Department of Transportation (Caltrans) determine the cost of appropriate signs, consistent with the signing requirements for the state highway system, showing the special designation and, upon receiving donations from non-state sources covering that cost, to erect those signs. SCR 51 Page 2 EXISTING LAW: Assigns Caltrans the responsibility of operating and maintaining state highways. This includes the installation and maintenance of highway signs. FISCAL EFFECT: Unknown, but the measure requests that Caltrans only erect the appropriate signage upon receiving donations from non-state sources covering the cost. COMMENTS: Frank Hamilton, a Cahuilla tribal member from the Anza area, served as special deputy in the Riverside County Sheriff's Office in the areas surrounding the Cahuilla and Ramona Reservations and San Jacinto in the 1890s. After Riverside County's incorporation in 1893, Special Deputy Hamilton was the first deputy sheriff in Riverside County to be killed in the line of duty after sustaining gunshot injuries following a disagreement with a San Jacinto saloon patron and succumbing to his wounds the next day on April 9, 1895, at the age of 34. His killing became the subject of the first murder trial held in Riverside County. This resolution designating a portion of SR 371 in his honor acknowledges the contributions Special Deputy Hamilton made to his community and the history of Riverside County.
