SUMMARY:
This resolution recognizes chronic obstructive pulmonary disease
(COPD) as a significant public health problem, and encourages
the Department of Health Care Services (DHCS), the California

Department of Public Health (CDPH), and other state entities to
partner with COPD stakeholders to improve education regarding
COPD in the course of implementing the statewide strategic plan.
FISCAL EFFECT:
Minor and absorbable potential GF cost pressure. CDPH and DHCS
already partner with numerous groups to improve health
education. This resolution does not require specific action by
either department.
COMMENTS:
1)Purpose. According to the author, this resolution brings
awareness to COPD, and awareness on how entities can work
together to improve the quality of life of the individuals who
are diagnosed. COPD refers to two related diseases that cause
airflow obstruction and breathing-related problems: emphysema
and chronic bronchitis. COPD is the third leading cause of
death in the United States.
2)Prior Resolutions. Previous resolutions to raise awareness on
COPD are:
a) SCR 75 (Galgiani), Resolution Chapter 128 , Statutes of
2014;
b) ACR 131 (Galgiani), Resolution Chapter 128 , Statutes of
2011; and,
c) ACR 26 (Galgiani), Resolution Chapter 102 , Statutes of
2011.
