BILL ANALYSIS Ó SCR 63 Page 1 Date of Hearing: July 2, 2015 ASSEMBLY COMMITTEE ON RULES Richard Gordon, Chair SCR 63 (Bates) - As Amended June 1, 2015 SENATE VOTE: 40-0 SUBJECT: National Stroke Awareness Month. SUMMARY: Declares the month of May 2015 as National Stroke Awareness Month in California. Specifically, this resolution makes the following legislative findings: 1)Stroke is a leading cause of serious long-term disability and the fifth leading cause of death in the United States, killing approximately 130,000 people nationwide and over 13,500 citizens of California. 2)Nearly 58 percent of Americans don't know they are at risk for stroke, and one in three Americans cannot name any of the signs or symptoms of a stroke. 3)The F.A.S.T. warning signs and symptoms of stroke include face drooping, arm weakness, speech difficulty and time to call 9-1-1. In addition to these signs, additional stroke warning signs and symptoms include sudden numbness or weakness of the SCR 63 Page 2 face, arm or leg, especially on one side of the body, sudden confusion, trouble speaking or understanding, sudden trouble seeing in one or both eyes, sudden trouble walking, dizziness, loss of balance or coordination, and sudden severe headache with no known cause. 4)The American Heart Association urges people to lower their risks of heart disease and stroke by focusing on "Life's Simple 7" key health factors and behaviors: managing blood pressure, controlling cholesterol, reducing blood sugar, getting active, eating better, losing weight, and stopping smoking. 5)New and effective treatments have been developed to treat and minimize the severity and damaging effect of strokes, but much more research is needed.
