Senate Concurrent Resolution No. 73—Relative to the Lowell C. Allen Memorial Bridge.

SCR 73, as introduced, McGuire. Lowell C. Allen Memorial Bridge.

This measure would designate a specified bridge on State Highway Route 101 in Mendocino County as the Lowell C. Allen Memorial Bridge. The measure would request the Department of Transportation to determine the cost for appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

P1    1WHEREAS, Lowell C. Allen was a licensed professional
2engineer and widely respected bridge construction engineer who
3enjoyed a 39-year career with the California Department of
4Transportation (Caltrans), Division of Highways Bridge
5Department; and

6WHEREAS, As the senior bridge construction engineer for
7Caltrans District 1, from 1973 through his retirement in 1990, Mr.
8Allen was responsible for bridge construction throughout the
9Counties of Del Norte, Humboldt, Lake, and Mendocino, including
10those bridges constructed by counties and other local agencies;
11and

P2    1WHEREAS, During his working days and in retirement, Mr.
2Allen donated many hours to help build structures up and down
3the North Coast; and

4WHEREAS, Mr. Allen was a lifelong member of the American
5Society of Civil Engineers; and

6WHEREAS, Mr. Allen died on December 2, 2014, leaving a
7legacy throughout the region; now, therefore, be it

8Resolved by the Senate of the State of California, the Assembly
9thereof concurring,
That the Legislature hereby designates Bridge
10No. 10-218 on State Highway Route 101, between postmile
11106.574 and 106.670, in the County of Mendocino as the Lowell
12C. Allen Memorial Bridge; and be it further

13Resolved,That the Department of Transportation is requested to
14determine the cost of erecting appropriate signs, consistent with
15the signing requirements for the state highway system, showing
16this special designation and, upon receiving donations from
17nonstate sources covering that cost, to erect those signs; and be it
18further

19Resolved, That the Secretary of the Senate transmit copies of
20this resolution to the Director of Transportation and to the author
21for appropriate distribution.
