           SUBJECT:   Lowell C. Allen Memorial Bridge

          DIGEST:   This resolution designates a specified bridge on State  
          Highway Route (SR) 101 in Mendocino County as the Lowell C.  
          Allen Memorial Bridge.

          ANALYSIS:    This resolution designates Bridge No. 10-218 on SR  
          101, between postmiles 106.574 and 106.670, in the County of  
          Mendocino as the Lowell C. Allen Memorial Bridge.  This  
          resolution further requests that the Department of  
          Transportation (Caltrans) erect appropriate signs upon receiving  
          donations from non-state sources to cover the costs.

          Comments
          
          Purpose.  The author introduced this resolution to honor the  
          life of Lowell C. Allen, a licensed professional engineer and  
          bridge construction engineer.

          Background on Mr. Allen.  Lowell C. Allen spent 39 years working  
          for the Caltrans, Division of Highways Bridge Department.

          From 1973 through his retirement in 1990, Mr. Allen served as  
          senior bridge construction engineer for Caltrans District 1, and  
          was responsible for bridge construction throughout the counties  
          of Del Norte, Humboldt, Lake, and Mendocino.  Mr. Allen was a  
          lifelong member of the American Society of Civil Engineers. 

          Mr. Allen died on December 2, 2014, having spent many hours  
          helping to build structures up and down the North Coast.
