BILL ANALYSIS Ó SCR 73 Page 1 SENATE THIRD READING SCR 73 (McGuire) As Introduced June 8, 2015 Majority vote SENATE VOTE: 38-0 SUMMARY: Designates a specific bridge on State Route101 (SR 101) in Mendocino County as the "Lowell C. Allen Memorial Bridge." Specifically, this resolution: 1)Recounts the lifetime accomplishments of Lowell C. Allen. 2)Designates a specific bridge in Mendocino County as the "Lowell C. Allen Memorial Bridge." 3)Requests that the California Department of Transportation (Caltrans) determine the cost of appropriate signs, consistent with the signing requirements for the state highway system, showing the special designation and, upon receiving donations from non-state sources covering that cost, to erect those signs. EXISTING LAW: Assigns Caltrans the responsibility of operating and maintaining state highways. This includes the installation and maintenance of highway signs. SCR 73 Page 2 FISCAL EFFECT: Unknown, but this resolution requests that Caltrans only erect the appropriate signage upon receiving donations from non-state sources covering the cost. COMMENTS: Lowell C. Allen spent 39 years working for the Caltrans' Division of Highways Bridge Department. From 1973 through his retirement in 1990, Mr. Allen served as senior bridge construction engineer for Caltrans District 1, and was responsible for bridge construction throughout the Counties of Del Norte, Humboldt, Lake, and Mendocino. Mr. Allen was a lifelong member of the American Society of Civil Engineers. Mr. Allen died on December 2, 2014, leaving a legacy throughout the Northern California region. This resolution designating a specific bridge on SR 101 in honor of Lowell Allen acknowledges the significant role Mr. Allen played in his community and for the State of California.
