Senate Resolution No. 56—Relative to International Omphalocele Awareness Day.

P1    1WHEREAS, An omphalocele is a birth defect that occurs early
2in pregnancy in which the abdominal wall does not close properly
3and some or most of the abdominal organs protrude into the
4umbilical cord and remain outside of the abdomen; and

5WHEREAS, It is estimated that a small omphalocele occurs in
6about one out of every 5,000 pregnancies, and a large or giant
7omphalocele occurs in about one out of every 10,000 pregnancies;
8and

9WHEREAS, An omphalocele may be isolated or may be
10associated with other defects or chromosomal abnormalities; and

11WHEREAS, Despite the challenges a baby born with an
12omphalocele may face, many babies who are born with an
13omphalocele survive and go on to live happy, healthy lives; and

14WHEREAS, Mothers of Omphaloceles (MOO) is a group of
15over 1,400 parents from around the world that was created to
16provide hope, support, and information to families with babies
17diagnosed with an omphalocele; now, therefore, be it

18Resolved by the Senate of the State of California, That the
19Senate recognizes January 31, 2016, as International Omphalocele
20Awareness Day, celebrated annually as part of National Birth
21Defects Prevention Month in the month of January; and be it further

22Resolved, That the Senate recognizes Mothers of Omphaloceles
23for its courageous efforts to advocate for children born with an
24omphalocele and to raise awareness that an omphalocele is a
25treatable condition; and be it further

P2    1Resolved, That the Secretary of the Senate transmit copies of
2this resolution to the author for appropriate distribution.
