Senate Resolution No. 67—Relative to the Standing Rules of the Senate for the 2015–16 Regular Session.

P1    1Resolved by the Senate of the State of California,That the
2Standing Rules of the Senate for the 2015-16 Regular Session are
3amended as follows:

4That Rule 12 is amended to read:

5Standing Committees

612.   The standing committees of the Senate and subjects to be
7referred to each are set out below. The provisions set forth below
8as to the assignment of bills are intended as a guide to the
9Committee on Rules, but are not binding upon the committee.

10(1) Agriculture, 5 members. Bills relating to agriculture.

11(2) Appropriations, 7 members. Bills that are subject to Joint
12Rule 10.5 and are not referred to the Committee on Budget and
13Fiscal Review. Bills that constitute a state-mandated local program.

14(3) Banking and Financial Institutions, 7 members. Bills relating
15to financial institutions, lending, and corporations.

16(4) Budget and Fiscal Review,begin delete 16end deletebegin insert 17end insert members. The Budget Bill
17and bills implementing the Budget. Bills that directly affect the
18State Budget, including deficiencies and reappropriations.

19(5) Business, Professions and Economic Development, 9

22commerce, and international trade.

23(6) Education, 9 members. Bills relating to education, higher
24education, and related programs. Bills relating to education

8(9) Environmental Quality, 7 members. Bills relating to
9environmental quality, environmental health, air quality, water
10quality, waste management, recycling, toxics, and hazardous
11materials and waste.

12(10) Governance and Finance, 7 members. Bills relating to local
13government procedure, administration, and organization. Bills
14relating to land use. Bills relating to state and local revenues, bonds,
15and taxation.

16(11) Governmental Organization, 13 members. Bills relating to
17horse racing, public gaming, and alcoholic beverages. Bills relating
18to the management of public safety emergencies and disaster
19response. Bills relating to state government organization and bills
20regarding the use of state-controlled lands and buildings, state
21contracting, and interstate compacts.

22(12) Health, 9 members. Bills relating to public health, alcohol
23and drug use, mental health, health insurance, managed care,
24long-term care, and related institutions.

25(13) Human Services, 5 members. Bills relating to welfare,
26social services and support, and related institutions.

27(14) Insurance, 9 members. Bills relating to insurance,
28indemnity, surety, and warranty agreements.

29(15) Judiciary, 7 members. Bills amending the Civil Code, Code
30of Civil Procedure, Evidence Code, Family Code, and Probate
31Code. Bills relating to courts, judges, and court personnel. Bills
32relating to liens, claims, and unclaimed property. Bills relating to
33privacy and consumer protection.

34(16) Labor and Industrial Relations, 5 members. Bills relating
35to labor, industrial safety, unemployment, workers’ compensation
36and insurance, and noncertificated public school employees.

37(17) Natural Resources and Water, 9 members. Bills relating to
38conservation and the management of public resources, fish and
39wildlife, regulation of oil, mining, geothermal development,
40wetlands and lakes, global atmospheric effects, ocean and bay

2and historical resources. Bills relating to water supply management.

3(18) Public Employment and Retirement, 5 members. Bills
4relating to state and local public agency collective bargaining; state
5and local nonschool public employees; classified public school

7compensation and employment benefits, including retirement and
8health care; and state social security administration.

9(19) Public Safety, 7 members. Bills amending the Evidence
10Code, relating to criminal procedure; the Penal Code; and statutes
11of a penal nature. Bills relating to the Department of Corrections
12and Rehabilitation and the Board of State and Community
13Corrections.

14(20) Rules, 5 members. Proposed amendments to the rules and
15other matters relating to the business of the Legislature.

16(21) Transportation and Housing, 11 members. Bills relating to
17the operation, safety, equipment, transfer of ownership, licensing,
18and registration of vehicles, aircraft, and vessels. Bills relating to
19the Department of Transportation and the Department of Motor
20Vehicles. Bills relating to highways, public transportation systems,
21and airports. Bills relating to housing and community
22redevelopment.

23(22) Veterans Affairs, 5 members. Bills relating to veterans,
24military affairs, and armories. Bills amending the Military and
25Veterans Code.

26The standing committees of any regular session shall be the
27standing committees of concurrent special or extraordinary sessions
28unless otherwise ordered by the Senate.
