P1 1WHEREAS, Democratic societies are sustained by the trust that
2the people invest in their government and the legal institutions and
3systems that deliver justice; and
4WHEREAS, Free and equal access to law-related information
5is a cornerstone of a democratic and open society; and
6WHEREAS, In the face of a national crisis, with growing
7numbers of individuals who either cannot afford or cannot access
8legal representation, California’s county law libraries provide
9access to justice by assisting self-represented litigants; and
10WHEREAS, California’s county law libraries are an essential
11component of the justice system and reduce stress on the
12overburdened court system; and
13WHEREAS, California’s county law libraries promote economic
14recovery by helping small businesses, assisting individuals with
15workforce reentry, and speeding resolution of disputes; and
16WHEREAS, California’s county law libraries are celebrating
17125 years of service to the people of the State of California; now,
18therefore, be it
19Resolved by the Senate of the State of California, that the Senate
20commends county law libraries throughout the state for the
21essential services they provide, recognizes August 17, 2016, as
22County Law Library Day in California, and urges individuals and
23institutions to observe this day with appropriate notice and
24ceremony so that Californians may achieve a better understanding
25and a deeper appreciation of the vital role of California’s county
P2 1law libraries in accessing and delivering justice to the people of
2the State of California; and be it further
3Resolved, That the Secretary of the Senate transmit copies of
4this resolution to the author for appropriate distribution.
