ANALYSIS: This resolution makes the following legislative findings: 1)In the face of a national crisis, with growing numbers of individuals who either cannot afford or cannot access legal representation, California's county law libraries provide access to justice by assisting self-represented litigants. 2)California's county law libraries are an essential component of the justice system and reduce stress on the overburdened court system. 3)California's county law libraries promote economic recovery by SR 83 Page 2 helping small businesses, assisting individuals with workforce reentry, and speeding resolution of disputes. 4)California's county law libraries are celebrating 125 years of service to the people of the State of California.
