P1 1WHEREAS, The Helping Families in Mental Health Crisis Act
2of 2016 (the act) would make available needed psychiatric,
3psychological, and supportive services for individuals with mental
4illness and families in mental health crisis; and
5WHEREAS, The act would enhance crisis response services,
6increase mental health workforce, promote early intervention for
7mental illness, and support integration of mental health, substance
8use, and primary care; and
9WHEREAS, Mental illness affects all segments of society, and
10can have a devastating effect on the lives and families it touches,
11especially if left untreated; and
12WHEREAS, Nearly 10 million Americans have serious mental
13illness, but millions are going without treatment as families struggle
14to find care for their loved ones; and
15WHEREAS, The act has wide bipartisan support and recently
16passed out of the House Committee on Energy and Commerce by
17a vote of 53-0; now, therefore, be it
18Resolved by the Senate of the State of California, That the Senate
19of the State of California requests the Congress of the United States
20to pass the Helping Families in Mental Health Crisis Act of 2016
21(H.R. 2646), and further requests President Barack Obama to sign
22that legislation; and be it further
23Resolved, That the Secretary of the Senate transmit copies of
24this resolution to the President and Vice President of the United
25States, to the Speaker of the House of Representatives, to the
26Majority Leader of the Senate, to each Senator and Representative
P2 1from California in the Congress of the United States, and to the
2author for appropriate distribution.
