          SENATE VOTE:  36-0


          SUBJECT:  Joan Lind Van Blom Memorial Bridge


          SUMMARY:  Designates a bridge on State Highway Route 1 (SR 1) in  
          the City of Long Beach as the "Joan Lind Van Blom Memorial  
          Bridge."  Specifically, this resolution:  


          1)Recounts the life and accomplishments of Joan Lind Van Blom,  
            an Olympic athlete and Long Beach Unified School District  
            teacher.


          2)Designates the Los Alamitos Bay Bridge on SR 1 south of Loynes  
            Drive and North of East 2nd Street in the City of Long Beach  
            as the "Joan Lind Van Blom Memorial Bridge."


          3)Requests that the California Department of Transportation  
            (Caltrans) determine the cost of appropriate signs, consistent  
            with the signing requirements for the state highway system,  
            showing the special designation and, upon receiving donations  
            from non-state sources covering that cost, to erect those

            signs.


          EXISTING LAW:  Assigns Caltrans the responsibility of operating  
          and maintaining state highways.  This includes the installation  
          and maintenance of highway signs.


          FISCAL EFFECT:  Unknown, but the measure requests that Caltrans  
          only erect the appropriate signage upon receiving donations from  
          non-state sources covering the cost.


          COMMENTS:  Joan Lind Van Blom was the first woman to win an  
          Olympic medal for the United States in rowing, winning a silver  
          medal in the single sculls at the 1976 Olympic Games in Montreal  
          and in the quadruple sculls at the 1984 Olympic Games in Los  
          Angeles.  Ms. Van Blom won 14 national titles, holds 11 world  
          records, and medaled internationally as a coach in the Pan  
          American Games.  She had a 35-year career with the Long Beach  
          Unified School District as a physical education teacher and  
          curriculum leader.  She has been inducted into the Wilson High  
          School, Long Beach State 49er, Century Club, and National Rowing  
          halls of fame, and was declared a lifetime member of the Long  
          Beach Rowing Association.  Joan Lind Van Blom passed away in  
          August 2015 and is survived by her husband, son, and sisters.   
          This resolution designating a bridge on SR 1 in Long Beach in  
          her honor acknowledges the contributions Ms. Van Blom made to  
          her community.
