Senate Concurrent Resolution No. 111—Relative to the Downey Police Officer Ricardo Galvez Memorial Highway.

This measure would designate the portion of Interstate 5begin insert between specified bridgesend insert in the City of Downey inbegin insert the County ofend insert Los Angelesbegin delete Countyend delete as the Downey Police Officer Ricardo Galvez Memorial Highway. The measure would request the Department of Transportation to determine the cost for appropriatebegin insert designationend insert signs, as specified, and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

P1    1WHEREAS, City of Downey Police Officer Ricardo Galvez
2was born on April 2, 1986, to Margarita Galvez in the City of Los
3Angeles; and

4WHEREAS, Ricardo was raised in the Cities of Los Angeles
5and Bell Gardens, California, where he attended elementary school
6and high school; and

7WHEREAS, Ricardo began his law enforcement career in 2006
8when he was hired by the Downey Police Department as a police
9aide; and

P2    1WHEREAS, In 2008, Ricardo enlisted in the United States
2Marine Corps Reserve and was stationed out of the Cities of Pico
3Rivera and Los Alamitos; and

4WHEREAS, Ricardo served as a Marine Corps Reservist for
5approximately six years, during which time he was deployed
6overseas as part of Operation Iraqi Freedom in Afghanistan and
7Iraq; and

8WHEREAS, Ricardo was hired by the Downey Police
9Department as a police cadet in March 2010, graduated from the
10Orange County Sheriff’s Academy in September 2010, and began
11his career as a Downey Police Officer when he was sworn in on
12September 2, 2010; and

13WHEREAS, Over the next five years, Ricardo worked patrol,
14establishing himself as a competent and compassionate police
15officer, and strove to be a K-9 officer, volunteering to become an
16“agitator” to better prepare himself for the position; and

17WHEREAS, On November 18, 2015, after finishing a training
18session with the department’s K-9 team, Ricardo returned to the
19station to complete his shift and, while he was seated in his vehicle
20adjacent to the police station, two individuals approached his car
21on foot and the individual on the driver’s side of the vehicle fired
22one round from a handgun into Ricardo’s vehicle, striking and
23killing him; and

24WHEREAS, Ricardo is survived by his mother, Margarita
25Galvez, his sisters, Sandra and Nancy, and his brother, Peter; and

26WHEREAS, Ricardo’s compassion and willingness to help
27others was always on display, and he routinely volunteered his
28time to coach kids from his home neighborhood in Boyle Heights
29at “State Park”; and

30WHEREAS, That willingness to help was evident when Ricardo,
31after stopping an elderly female for having expired registration
32and discovering that she had recently lost her husband and did not
33have the money to register her vehicle, decided to let her go with
34a warning and then paid her registration himself; and

35WHEREAS, Ricardo was an avid runner and fitness fanatic who
36could often be seen training for the Baker to Vegas Challenge Cup
37Relay, which is often referred to as the ultimate foot pursuit, and
38is a difficult 20 stage, 120-mile relay race that starts in Baker,
39California, and ends in Las Vegas, Nevada; and

P3    1WHEREAS, Ricardo was not only a valued member of his Baker
2to Vegas Challenge Cup Relay team, but was also instrumental in
3organizing the Downey Police squad for the event; and

4WHEREAS, It is appropriate to memorialize Ricardo’s sacrifice
5by naming the portion of Interstate 5 in the City of Downey inbegin insert the
6County ofend insert
Los Angelesbegin delete Countyend delete as the Downey Police Officer
7Ricardo Galvez Memorial Highway; now, therefore, be it

8Resolved by the Senate of the State of California, the Assembly
9thereof concurring,
That the Legislature hereby designates the
10portion of Interstate 5begin insert between the San Gabriel River Bridge
11(bridge number 53-213) at post mile 7.06 and the Rio Hondo River
12Bridge (bridge number 53-639) at post mile 9.46end insert
in the City of
13Downey inbegin insert the County ofend insert Los Angelesbegin delete Countyend delete as the Downey
14Police Officer Ricardo Galvez Memorial Highway; and be it further

15Resolved, That the Department of Transportation is requested
16to determine the costs of erecting appropriate signs, which shall
17include this special designation and the badge and patch of the
18Downey Police Department, consistent with the signing
19requirements for the state highway system, and, upon receiving
20donations from nonstate sources covering the cost, to erect those
21signs; and be it further

22Resolved, That the Secretary of the Senate transmit copies of
23this resolution to the Director of Transportation and to the author
24for appropriate distribution.
