          SUBJECT:  Downey Police Officer Ricardo Galvez Memorial Highway


            DIGEST:  This resolution designates Interstate 5 between the San  
          Gabriel River Bridge and the Rio Hondo River Bridge as the  
          Downey Policy Officer Ricardo Galvez Memorial Highway.

          ANALYSIS:
          
          The committee has adopted a policy regarding the naming of state  
          highways or structures.  Under the policy, the committee will  
          consider only those resolutions that meet all of the following  
          criteria:

          1)The person being honored must have provided extraordinary  
            public service or some exemplary contribution to the public  
            good and have a connection to the community where the highway  
            or structure is located.

          2)The person being honored must be deceased.

          3)The naming must be done without cost to the state.  Costs for  
            signs and plaques must be paid by local or private sources.

          4)The author or co-author of the resolution must represent the  
            district in which the facility is located, and the resolution  
            must identify the specific highway segment or structure being  
            named.

          5)The segment of highway being named must not exceed five miles

            in length.   

          6)The proposed designation must reflect a community consensus  
            and be without local opposition.  

          7)The proposed designation may not supersede an existing  
            designation unless the sponsor can document that a good faith  
            effort has uncovered no opposition to rescinding the prior  
            designation.

            This resolution designates Interstate 5 between the San Gabriel  
          River Bridge and the Rio Hondo River Bridge as the Downey Policy  
          Officer Ricardo Galvez Memorial Highway.  This resolution  
          further requests that the Department of Transportation erect  
          appropriate signs upon receiving donations from non-state  
          sources to cover the costs.

          COMMENTS:

          Purpose. The author introduced this bill to honor the life and  
          service of police officer Ricardo Galvez.

          Background. Officer Galvez - Ricardo Galvez was born on April 2,  
          1986, to Margarita Galvez in the City of Los Angeles, and was  
          raised in Los Angeles and Bell Gardens, where he attended  
          elementary school and high school.

          Officer Galvez began his law enforcement career in 2006 with the  
          Downey Police Department as a police aide.  In 2008 Officer  
          Galvez enlisted in the United States Marine Corps Reserve and  
          was deployed overseas as part of Operation Iraqi Freedom in  
          Afghanistan and Iraq.  In 2010, Officer Galvez was hired by the  
          Downey Policy Department as a police cadet and began his career  
          as a Downey Police Officer later that year.  Officer Galvez  
          established himself as a competent and compassionate police  
          officer and strove to be a K-9 officer.  On November 18, 2015,  
          after finishing a training session with the department's K-9  
          team, Officer Galvez returned to the station to compete his  
          shift and, while seated in his vehicle adjacent to the police  
          station, two individuals approached his car, shooting and  
          killing him.

          Officer Galvez is survived by his mother, sisters, and brother.
