          SENATE VOTE:  36-0


          SUBJECT:  Downey Police Officer Ricardo Galvez Memorial Highway


          SUMMARY:  Designates a portion of Interstate 5 (I-5) in the City  
          of Downey in the County of Los Angeles as the "Downey Police  
          Officer Ricardo Galvez Memorial Highway."  Specifically, this  
          resolution:  


          1)Recounts the life and accomplishments of Ricardo Galvez, an  
            officer in the Downey Police Department.


          2)Designates the portion of I-5 between the San Gabriel River  
            Bridge at post mile 7.06 and the Rio Hondo River Bridge at  
            post mile 9.46 in the City of Downey in the County of Los  
            Angeles as the "Downey Police Officer Ricardo Galvez Memorial  
            Highway."


          3)Requests that the California Department of Transportation  
            (Caltrans) determine the cost of appropriate signs, consistent  
            with the signing requirements for the state highway system,

            showing the special designation and, upon receiving donations  
            from non-state sources covering that cost, to erect those  
            signs.


          EXISTING LAW:  Assigns Caltrans the responsibility of operating  
          and maintaining state highways.  This includes the installation  
          and maintenance of highway signs.


          FISCAL EFFECT:  Unknown, but the measure requests that Caltrans  
          only erect the appropriate signage upon receiving donations from  
          non-state sources covering the cost.


          COMMENTS:  Officer Galvez began his law enforcement career in  
          2006 with the Downey Police Department as a police aide.  In  
          2008, Officer Galvez enlisted in the United States Marine Corps  
          Reserve and was deployed overseas as part of Operation Iraqi  
          Freedom in Afghanistan and Iraq.  In 2010, Officer Galvez was  
          hired by the Downey Policy Department as a police cadet and  
          began his career as a Downey Police Officer later that year.   
          Officer Galvez established himself as a competent and  
          compassionate police officer and strove to be a K-9 officer.  On  
          November 18, 2015, after finishing a training session with the  
          department's K-9 team, Officer Galvez returned to the station to  
          compete his shift and, while seated in his vehicle adjacent to  
          the police station, two individuals approached his car, shooting  
          and killing him.  Officer Galvez is survived by his mother,  
          sisters, and brother.  This resolution designating a portion of  
          I-5 in Downey in his honor acknowledges the significant role  
          Officer Galvez played in his community.
