This measure would designate the month of April 2016 as Aviation Awareness Month.

P1 1WHEREAS, General aviation in America supports more than
21.2 million jobs, many of them in small and medium-sized
3businesses, and generates $150 billion in economic activity; and
4WHEREAS, Many of the 5,200 general aviation airports in the
5United States are located at the center of clusters of the small and
6medium-sized businesses and communities that are driving the
7nation’s economic recovery; and
8WHEREAS, Private aircraft that help these businesses create
9and maintain jobs have been mistakenly characterized as “toys for
10the rich,” rather than as vital tools that allow business to operate
11and thrive; and
12WHEREAS, General aviation aircraft are used around the clock
13by law enforcement officers, medical professionals, disaster relief
14personnel, and others to reach people in need; and
P2 1WHEREAS, General aviation aircraft are also used by
2researchers to gather data and map terrain in efforts to help
3governments, businesses, and nongovernmental organizations
4improve and protect the quality of life; and
5WHEREAS, America’s agriculture industry uses general aviation
6in its efforts to feed and clothe a hungry world; and
7WHEREAS, The nation’s public utilities use general aviation
8to install and maintain infrastructure vital to keeping the nation
9functioning; and
10WHEREAS, Insufficient funding of Federal Aviation
11Administration operations and airport and airspace infrastructure
12imposes challenges on the ability of general aviation operators to
13operate effectively; and
14WHEREAS, General aviation faces increasing and onerous
15security regulations; and
16WHEREAS, Planning and zoning pressures and urban
17encroachment contribute to reducing the number and availability
18of airports throughout California and the United States, which
19annually reduces the number of airports available to public and
20private users; now, therefore, be it
21Resolved by the Senate of the State of California, the Assembly
22thereof concurring, That the Legislature recognizes the vital role
23general aviation plays in the economy, health, safety, and protection
24of the nation, and abstains from legislation and policies that impact
25this industry’s ability to continue to function effectively, and
26therefor recognizes the month of April 2016 as Aviation Awareness
27Month; and be it further
28Resolved, That the Secretary of the Senate transmit copies of
29this resolution to the author for appropriate distribution.
