          SENATE VOTE:  38-0


          SUBJECT:  Congenital Diaphragmatic Hernia Awareness Month


          SUMMARY:  Designates April 2016 as Congenital Diaphragmatic  
          Hernia Awareness Month.  Specifically, this resolution makes the  
          following legislative findings: 


          1)Congenital diaphragmatic hernia (CDH), a birth defect, occurs  
            when the diaphragm fails to fully form, allowing abdominal  
            organs to migrate into the chest cavity and preventing lung  
            growth.  The cause of CDH is unknown.

          2)The majority of CDH patients suffer from underdeveloped lungs  
            or poor pulmonary function; and babies born with CDH endure  
            extended hospital stays in intensive care with multiple  
            surgeries.

          3)CDH is treated through mechanical ventilation, a heart and  
            lung bypass, which is commonly known as extracorporeal  
            membrane oxygenation, machines, and surgical repair.  Surgical  
            repair is often not a permanent solution for CDH and can lead  
            to reherniation and require additional surgery.

          4)Infants born with CDH have a high mortality rate, ranging from  
            20% to 60%, with a rate of occurrence of 1 in every 3,800 live

            births worldwide.  CDH affects approximately 1,090 babies each  
            year in the United States, and, since 2000, more than 700,000  
            babies have been affected worldwide.
