SUBJECT: Historic Highway Route 79
DIGEST: This bill designates a portion of Highway Route 79 in
the Counties of San Diego and Riverside as Historic Highway
Route 79.
ANALYSIS:
Existing law:
The committee has adopted a policy regarding the naming of state
highways or structures.
This bill designates the portion of Highway Route 79 at the
intersection with Interstate 8 in the County of San Diego to its
intersection with Interstate 15 in the County of Riverside as
Historic Highway Route 79. The Department of Transportation is
requested to determine the cost of appropriate signs and, upon
receiving donations from nonstate sources for that cost, to
facilitate the erection of those signs.
COMMENTS:
1)Committee Policy. The committee policy generally restricts
the naming of highways to a five mile long interval. That
policy is focused on the naming of a highway segment for
individuals and does not permit overlapping names. This bill
designates a much longer segment of freeway as an historic

route. That designation does not exclude any segment of the
highway from being named for an individual.
This highway segment is contained within the district of the
author and coauthor.
2)Background. In 1600 existing trails that marked the way for
Spanish explorer Pedro Fages became Highway Route 79. A
portion of Highway Route 79 served as a segment of the 2812
mile Butterfield Overland Mail Route, the first
transcontinental postal delivery service in the country. In
1908, when the state began paving Highway Route 79, the route
had already been used by army surveyors, pre and post-Civil
War gold miners, American and European settlers, Chinese
workers, immigrants from the British Isles, and European
immigrants.
