BILL ANALYSIS Ó SCR 147 Page 1 Date of Hearing: August 29, 2016 ASSEMBLY COMMITTEE ON TRANSPORTATION Jim Frazier, Chair SCR 147 (Anderson) - As Amended August 2, 2016 SENATE VOTE: 37-0 SUBJECT: Historic Highway Route 79 SUMMARY: Designates a portion of State Highway Route 79 (SR 79) in San Diego and Riverside Counties as "Historic Highway Route 79." Specifically, this resolution: 1)Describes the course and history of SR 79. 2)Designates the portion of SR 79 between post mile L 0.044 at Japatul Valley Road in San Diego County and post mile RIV 15.74 at Butterfield Stage Road in Riverside County as "Historic Highway Route 79." 3)Requests that the California Department of Transportation (Caltrans) determine the cost of appropriate signs, consistent with the signing requirements for the state highway system, showing the special designation and, upon receiving donations from non-state sources covering that cost, to erect those signs. SCR 147 Page 2 EXISTING LAW: Assigns Caltrans the responsibility of operating and maintaining state highways. This includes the installation and maintenance of highway signs. FISCAL EFFECT: Unknown, but the measure requests that Caltrans only erect the appropriate signage upon receiving donations from non-state sources covering the cost. COMMENTS: The route of SR 79 was traveled by explorers, settlers, miners, and immigrants since the 17th Century. This resolution designating a portion of SR 79 as "Historic Highway Route 79" acknowledges the historical significance of the route and its importance in the development of California.
