To the Members of the California State Senate:

I am returning Senate Bill 199 without my signature.

This bill would authorize, for blind In-Home Supportive Services
recipients, up to two hours per month of assistance in completing
financial documents.

Before considering any expansion in this program, the state must find
a permanent funding source to support the hours and activities that
are authorized under current law.
