Senate Concurrent Resolution No. 151—Relative to the Detective Michael D. Davis, Jr. Memorial Highway.

SCR 151, as introduced, Gaines. Detective Michael D. Davis, Jr. Memorial Highway.

This measure would designate a specified portion of Interstate Highway 80 in Placer County as the Detective Michael D. Davis, Jr. Memorial Highway. The measure would request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

P1    1WHEREAS, Michael David Davis, Jr. was born in Bellflower,
2California, on October 29, 1971. He moved to Placer County in
31995 to pursue a career in law enforcement. He was initially hired
4by the Auburn Police Department and joined the Placer County
5Sheriff’s Office in 1999 as a patrol deputy. He became a detective
6in 2004. A Roseville resident, Detective Davis coached baseball
7in the Woodcreek Little League for many years. Family and police
8work were “where his heart was,” said Placer County Sheriff Ed
9Bonner. Detective Davis’ brother Jason, his wife Jessica, and aunt
10and uncle worked for the department. Detective Davis was a model
11officer who had zero complaints from the public on his record and
12was known for his respect, tact, and empathy toward those he
13served; and

P2    1WHEREAS, Off-duty, Detective Davis was the one who made
2everyone laugh at family gatherings. He had great stories, a quick
3wit, and no filter, according to his brother Jason. Detective Davis
4served his community with everything that he had. He was a loving
5husband and father who adored all of his children. As a coach he
6mentored other children; and

7WHEREAS, Detective Davis was just 17 years of age when his
8father, for whom he was named, was killed while on assignment
9with the Riverside County Sheriff’s Department. Detective Davis
10had two younger brothers, Jason and Christopher. According to
11Jason, Michael instantly assumed a parental role as a big brother
12and helped raise his two younger brothers. When the younger boys
13were troubled or woke from nightmares, they went to Michael’s
14room for comfort. Michael taught them to play baseball, and he
15always included his two younger brothers in his group of older
16friends. Detective Davis was always coaching and inspiring those
17around him to be better; and

18WHEREAS, Detective Davis was gunned down in the City of
19Auburn at 42 years of age, on October 24, 2014, 26 years to the
20day after his father perished in a helicopter crash during a police
21mission in southern California. The shooting rampage that claimed
22Detective Davis’ life began in a Motel 6 parking lot in Sacramento
23and also killed Sacramento County Sheriff’s Deputy Danny Oliver.
24Authorities have charged Luis Enrique Monroy-Bracamonte and
25his wife, Janelle Marquez Monroy, with the murder of a peace
26officer. When he died, Detective Davis was a homicide detective
27in the Crimes Against Persons unit. In addition to his wife Jessica,
28Davis is survived by daughters Angelique and Samantha,
29stepchildren Ivey and Chayse, his mother Deborah, and his
30grandparents Bob and Joan Davis; now, therefore, be it

31Resolved by the Senate of the State of California, the Assembly
32thereof concurring,
That the Legislature hereby designates the
33portion of Interstate Highway 80 in Placer County at the Horseshoe
34Bar Road Interchange, as the Detective Michael D. Davis, Jr.
35Memorial Highway; and be it further

36Resolved, That the Department of Transportation is requested
37to determine the cost of appropriate signs consistent with the
38signing requirements for the state highway system showing this
39special designation and, upon receiving donations from nonstate
P3    1sources sufficient to cover the cost, to erect those signs; and be it
2further

3Resolved, That the Secretary of the Senate transmit copies of
4this resolution to the Director of Transportation and to the author
5for appropriate distribution.
