SCR 151, as introduced, Gaines. Detective Michael D. Davis, Jr.
Memorial Highway.
This measure would designate a specified portion of Interstate
Highway 80 in Placer County as the Detective Michael D. Davis, Jr.
Memorial Highway. The measure would request the Department of
Transportation to determine the cost of appropriate signs showing
this special designation and, upon receiving donations from nonstate
sources covering that cost, to erect those signs.

WHEREAS, Michael David Davis, Jr. was born in Bellflower,
California, on October 29, 1971. He moved to Placer County in 1995 to
pursue a career in law enforcement. He was initially hired by the
Auburn Police Department and joined the Placer County Sheriff's
Office in 1999 as a patrol deputy. He became a detective in 2004. A
Roseville resident, Detective Davis coached baseball in the Woodcreek
Little League for many years. Family and police work were "where his
heart was," said Placer County Sheriff Ed Bonner. Detective Davis'
brother Jason, his wife Jessica, and aunt and uncle worked for the
department. Detective Davis was a model officer who had zero
complaints from the public on his record and was known for his
respect, tact, and empathy toward those he served; and
WHEREAS, Off-duty, Detective Davis was the one who made everyone
laugh at family gatherings. He had great stories, a quick wit, and no
filter, according to his brother Jason. Detective Davis served his
community with everything that he had. He was a loving husband and
father who adored all of his children. As a coach he mentored other
children; and
WHEREAS, Detective Davis was just 17 years of age when his father,
for whom he was named, was killed while on assignment with the
Riverside County Sheriff's Department. Detective Davis had two
younger brothers, Jason and Christopher. According to Jason, Michael
instantly assumed a parental role as a big brother and helped raise
his two younger brothers. When the younger boys were troubled or woke
from nightmares, they went to Michael's room for comfort. Michael
taught them to play baseball, and he always included his two younger
brothers in his group of older friends. Detective Davis was always
coaching and inspiring those around him to be better; and
WHEREAS, Detective Davis was gunned down in the City of Auburn at
42 years of age, on October 24, 2014, 26 years to the day after his
father perished in a helicopter crash during a police mission in
southern California. The shooting rampage that claimed Detective
Davis' life began in a Motel 6 parking lot in Sacramento and also
killed Sacramento County Sheriff's Deputy Danny Oliver. Authorities
have charged Luis Enrique Monroy-Bracamonte and his wife, Janelle
Marquez Monroy, with the murder of a peace officer. When he died,
Detective Davis was a homicide detective in the Crimes Against
Persons unit. In addition to his wife Jessica, Davis is survived by
daughters Angelique and Samantha, stepchildren Ivey and Chayse, his
mother Deborah, and his grandparents Bob and Joan Davis; now,
therefore, be it
Resolved by the Senate of the State of California, the Assembly
thereof concurring, That the Legislature hereby designates the
portion of Interstate Highway 80 in Placer County at the Horseshoe
Bar Road Interchange, as the Detective Michael D. Davis, Jr. Memorial
Highway; and be it further
Resolved, That the Department of Transportation is requested to
determine the cost of appropriate signs consistent with the signing
requirements for the state highway system showing this special
designation and, upon receiving donations from nonstate sources
sufficient to cover the cost, to erect those signs; and be it further
Resolved, That the Secretary of the Senate transmit copies of this
resolution to the Director of Transportation and to the author for
appropriate distribution.
