This measure would designate a specified portion of Interstate Highway 80 in Placer County as the Deputy Sheriff Michael D. Davis, Jr. Memorialbegin delete Highway.end deletebegin insert Interchange.end insert The measure would request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

P1    1WHEREAS, Michael David Davis, Jr., was born in Bellflower,
2California, on October 29, 1971. He moved to Placer County in
31995 to pursue a career in law enforcement. He was initially hired
4by the Auburn Police Department and joined the Placer County
5Sheriff’s Office in 1999 as a patrol deputy. A Roseville resident,
6Deputy Sheriff Davis coached baseball in the Woodcreek Little
7League for many years. Family and police work were “where his
8heart was,” said Placer County Sheriff Ed Bonner. Deputy Sheriff
9Davis’ brother Jason, his wife Jessica, and aunt and uncle worked
10for the department. Deputy Sheriff Davis was a model officer who
P1    1had zero complaints from the public on his record and was known
2for his respect, tact, and empathy toward those he served; and

3WHEREAS, Off-duty, Deputy Sheriff Davis was the one who
4made everyone laugh at family gatherings. He had great stories, a
5quick wit, and no filter, according to his brother Jason. Deputy
6Sheriff Davis served his community with everything that he had.
7He was a loving husband and father who adored all of his children.
8As a coach he mentored other children; and

9WHEREAS, Deputy Sheriff Davis was just five days short of
10his 17th birthday when his father, for whom he was named, was
11killed while on assignment with the Riverside County Sheriff’s
12Department. Deputy Sheriff Davis had two younger brothers, Jason
13and Christopher. According to Jason, Michael instantly assumed
14a parental role as a big brother and helped raise his two younger
15brothers. When the younger boys were troubled or woke from
16nightmares, they went to Michael’s room for comfort. Michael
17taught them to play baseball, and he always included his two
18younger brothers in his group of older friends. Deputy Sheriff
19Davis was always coaching and inspiring those around him to be
20better; and

21WHEREAS, Deputy Sheriff Davis, who was on assignment as
22an acting detective, was gunned down in the City of Auburn at 42
23years of age, on October 24, 2014, 26 years to the day after his
24father perished in a helicopter crash during a police mission in
25southern California. The shooting rampage that claimed Deputy
26Sheriff Davis’ life began in a Motel 6 parking lot in Sacramento
27and also killed Sacramento County Sheriff’s Deputy Danny Oliver.
28Authorities have charged Luis Enrique Monroy-Bracamonte and
29his wife, Janelle Marquez Monroy, with the murder of a peace
30officer. When he died, Deputy Sheriff Davis was on assignment
31as a homicide detective in the Crimes Against Persons unit. In
32addition to his wife Jessica, Deputy Sheriff Davis is survived by
33daughters Angelique and Samantha, stepchildren Ivey and Chayse,
34his mother Deborah, and his grandparents Bob and Joan Davis;
35now, therefore, be it

36Resolved by the Senate of the State of California, the Assembly
37thereof concurring,
That the Legislature hereby designates the
38portion of Interstate Highway 80 in Placer County at the Horseshoe
39Bar Road Interchange, as the Deputy Sheriff Michael D. Davis,
40Jr. Memorialbegin delete Highway;end deletebegin insert Interchange;end insert and be it further

P3    1Resolved, That the Department of Transportation is requested
2to determine the cost of appropriate signs consistent with the
3signing requirements for the state highway system showing this
4special designation and, upon receiving donations from nonstate
5sources sufficient to cover the cost, to erect those signs; and be it
6further

7Resolved, That the Secretary of the Senate transmit copies of
8this resolution to the Director of Transportation and to the author
9for appropriate distribution.
