SCR 152, as introduced, Gaines. Deputy Sheriff Danny P. Oliver Memorial Highway.
This measure would designate a specified portion of State Highway Route 50 in El Dorado County as the Deputy Sheriff Danny P. Oliver Memorial Highway. The measure would request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

P1 1WHEREAS, Danny P. Oliver grew up in the Del Paso Heights
2neighborhood of Sacramento and graduated from Grant High
3School. Growing up in that “tough part” of town “allowed him to
4understand people” and gave him a street sense that served him
5well as a sheriff’s deputy, according to his wife, Susan Oliver.
6While Danny Oliver’s father was a firefighter and would have
7enjoyed having his son seek the same professional path, Danny
8instead gravitated toward a career in law enforcement. He attended
9the sheriff’s academy and finished at the top of his class
10academically while his wife worked two jobs to support his training
11and their family; and
12WHEREAS, Deputy Sheriff Oliver joined the Sacramento
13County Sheriff’s Department in 1999 and worked the graveyard
P2 1shift for a decade. Deputy Sheriff Oliver was a dedicated street
2cop who always showed up for work an hour early and went after
3the worst criminals on his beat; and
4WHEREAS, Though he loved catching the “bad guys,” Deputy
5Sheriff Oliver also had a soft side. He once arrested a woman on
6a drug charge who was with her daughter. She appeared stable, so
7he uncuffed the suspect and let her sit with her young daughter.
8As he left them, the suspect’s daughter called Deputy Sheriff Oliver
9a teddy bear--a term that became his nickname in the department;
10and
11WHEREAS, Deputy Sheriff Oliver was also dedicated to his
12family. He helped his daughters with their schoolwork and did
13CrossFit exercises with them, but he never felt that they had to be
14like him. During his last conversation with his wife, he told Susan
15that he had finished making her a chicken coop in their yard; and
16WHEREAS, Deputy Sheriff Oliver also had a soft heart and
17enjoyed connecting with the Sacramento County community he
18was charged with protecting, answering emails from concerned
19citizens, and never declining to attend a neighborhood meeting;
20and
21WHEREAS, Deputy Sheriff Oliver, at 47 years of age, was shot
22and killed on October 24, 2014, in the parking lot of a Motel 6 on
23Arden Way in Sacramento County as he and Detective Michael
24Davis were investigating a suspicious vehicle. A male occupant
25of the vehicle had opened fire on the deputies with a 9mm handgun,
26striking Deputy Sheriff Oliver in the forehead. The man and a
27female occupant then fled in the vehicle as his partner returned
28fire. A short distance away the male shot a civilian when the couple
29attempted to carjack the man’s pickup truck. The couple then
30carjacked two other vehicles as they continued fleeing the area.
31The man suspected of killing Deputy Sheriff Oliver, Luis Enrique
32Monroy-Bracamonte, is also accused in the shooting death of
33Placer County Sheriff’s Detective Michael David Davis, Jr. that
34same day in the City of Auburn; now, therefore, be it
35Resolved by the Senate of the State of California, the Assembly
36thereof concurring, That the Legislature hereby designates the
37portion of United States Highway Route 50 in El Dorado County
38from Cambridge Road Over Crossing 2583 (PM 4.962) to Cameron
39Park Drive Under Crossing 25-84 (PM 6.570) as the Deputy Sheriff
40Danny P. Oliver Memorial Highway; and be it further
P3 1Resolved, That the Department of Transportation is requested
2to determine the cost of appropriate signs consistent with the
3signing requirements for the state highway system showing this
4special designation and, upon receiving donations from nonstate
5sources sufficient to cover the cost, to erect those signs; and be it
6further
7Resolved, That the Secretary of the Senate transmit copies of
8this resolution to the Director of Transportation and to the author
9for appropriate distribution.
