SCR 152, as amended, Gaines. Deputy Sheriff Danny P. Oliver Memorial Highway.
This measure would designate a specified portion of State Highway Route 50 in El Dorado County as the Deputy Sheriff Danny P. Oliver Memorial Highway. The measure would request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

P1 1WHEREAS, Danny P. Oliver grew up in the Del Paso Heights
2neighborhood of Sacramento and graduated from Grant High
3School. Growing up in that “tough part” of town “allowed him to
4understand people” and gave him a street sense that served him
5well as a sheriff’s deputy, according to his wife, Susan Oliver.
6While Danny Oliver’s father was a firefighter and would have
7enjoyed having his son seek the same professional path, Danny
8instead gravitated toward a career in law enforcement. He attended
9the sheriff’s academy and finished at the top of his class
10academically while his wife worked two jobs to support his training
11and their family; and
P2 1WHEREAS, Deputy Sheriff Oliver joined the Sacramento
2County Sheriff’s Department in 1999 and worked the graveyard
3shift for a decade. Deputy Sheriff Oliver was a dedicated street
4cop who always showed up for work an hour early and went after
5the worst criminals on his beat; and
6WHEREAS, Though he loved catching the “bad guys,” Deputy
7Sheriff Oliver also had a soft side. He once arrested a woman on
8a drug charge who was with her daughter. She appeared stable, so
9he uncuffed the suspect and let her sit with her young daughter.
10As he left them, the suspect’s daughter called Deputy Sheriff Oliver
11a teddy bear--a term that became his nickname in the department;
12and
13WHEREAS, Deputy Sheriff Oliver was also dedicated to his
14family. He helped his daughters with their schoolwork and did
15CrossFit exercises with them, but he never felt that they had to be
16like him. During his last conversation with his wife, he told Susan
17that he had finished making her a chicken coop in their yard; and
18WHEREAS, Deputy Sheriff Oliver also had a soft heart and
19enjoyed connecting with the Sacramento County community he
20was charged with protecting, answering emails from concerned
21citizens, and never declining to attend a neighborhood meeting;
22and
23WHEREAS, Deputy Sheriff Oliver, at 47 years of age, was shot
24and killed on October 24, 2014, in the parking lot of a Motel 6 on
25Arden Way in Sacramento County as he andbegin delete Detectiveend deletebegin insert Deputy
26Sheriffend insert Michaelbegin delete Davisend deletebegin insert David Davis, Jr., who was on assignment
27as an acting detective,end insert were investigating a suspicious vehicle. A
28male occupant of the vehicle had opened fire on the deputies with
29a 9mm handgun, striking Deputy Sheriff Oliver in the forehead.
30The man and a female
occupant then fled in the vehicle as his
31partner returned fire. A short distance away the male shot a civilian
32when the couple attempted to carjack the man’s pickup truck. The
33couple then carjacked two other vehicles as they continued fleeing
34the area. The man suspected of killing Deputy Sheriff Oliver, Luis
35Enrique Monroy-Bracamonte, is also accused in the shooting death

39Resolved by the Senate of the State of California, the Assembly
40thereof concurring, That the Legislature hereby designates the

2from Cambridge Road Over Crossing 2583 (PM 4.962) to Cameron
3Park Drive Under Crossing 25-84 (PM 6.570) as the Deputy Sheriff
4Danny P. Oliver Memorial Highway; and be it further
5Resolved, That the Department of Transportation is requested
6to determine the cost of appropriate signs consistent with the
7signing requirements for the state highway system showing this
8special designation and, upon receiving donations from nonstate
9sources sufficient to cover the cost, to erect those signs; and be it
10further
11Resolved, That the Secretary of the Senate transmit copies of
12this resolution to the Director of Transportation and to the author
13for appropriate distribution.
