This measure proclaims the month of October 2016 asbegin delete theend delete Republic of Vietnam Month, in commemoration of the 60th anniversary of the adoption of the first Constitution of the Republic of Vietnam, in honor of the lives lost for freedom and democracy during the Vietnam War, and in recognition of the positive contributions of Vietnamese Americans to the State of California.

P1 1WHEREAS, The people of the Republic of Vietnam (South
2Vietnam) and the United States found common ground in their
3shared principles of democracy and individual liberties, coming
4together to valiantly defend these tenets against communism; and
5WHEREAS, October 2016 marks the 60th anniversary of the
6adoption of the first Constitution of the Republic of Vietnam,
7which established that nation’s first democracy; and
8WHEREAS, Until the Fall of Saigon in 1975, the government
9of the Republic of Vietnam sought to defend the lives, freedom,
10and property of its people and was at the forefront of the fight for
11democracy in Southeast Asia; and
P2 1WHEREAS, In an effort to protect the democratic government
2of the Republic of Vietnam from socialist control, the United
3States, Australia, the Philippines, New Zealand, South Korea,
4Taiwan, and Thailand fought vigorously to aid the Republic of
5Vietnam in their fight against communism; and
6WHEREAS, Despite a valiant effort from countries around the
7world, Saigon fell, compelling nearly three million Vietnamese to
8flee the country in search of freedom and refuge in neighboring
9countries with approximately half of these individuals perishing
10at sea before reaching a safe haven; and
11WHEREAS, The United States welcomed many Vietnamese
12refugees following the collapse of the Republic of Vietnam, and
13today, the State of California is home to more than 500,000
14Vietnamese Americans that enrich the social, cultural, and
15economic fabric of our state through their significant contributions
16to the fields of education, business, politics, arts, science, and
17technology; and
18WHEREAS, Today, the Vietnamese American community
19throughout California and the United States remains vigilant of
20the state of affairs of the Socialist Republic of Vietnam due to their
21continuous infringement upon the liberties of its people,
22specifically in the areas of child labor, human trafficking, religious
23and political persecution, suppression of the press, unlawful
24deprivation of life, forced disappearances, and land seizures; and
25WHEREAS, Vietnamese American communities throughout
26California and the United States continue to put pressure on the
27government of the Socialist Republic of Vietnam with the hope
28of bringing freedom and democracy to the people of Vietnam,
29improving the quality of life of the veterans and disabled veterans
30of the Army of Republic of Vietnam and drawing attention to the
31plight of the wives of the fallen soldiers who continue to suffer;

WHEREAS, The United States Department of State’s 2014
34edition of the Country Reports on Human Rights Practices for
35Vietnam estimates 125 political detainees are being held, and the
36International Labor Rights Forum reports that mistreatment has
37continued at reeducation centers, including forcing detainees to
38produce goods for private companies; and

WHEREAS, Human rights, religious freedom, democracy, and
40protection against threats of aggression are important concerns
P3 1of Vietnamese Americans and Vietnamese communities worldwide
2stemming from human rights abuses that continue to occur in
3Vietnam in the following areas, among others, child labor, human
4trafficking, religious and political persecution, suppression of the
5press, unlawful deprivation of life, forced disappearances, and
6land seizure; and
7
WHEREAS, We must teach our children and future generations
8important lessons from the Vietnam War and the continuing
9situation in Vietnam, including how the plight of the Vietnamese
10refugees following the end of the war serves as a powerful example
11of the values of freedom and democracy and how we can improve
12the quality of life of the veterans and disabled veterans of the Army
13of the Republic of Vietnam and draw attention to the plight of the
14wives of the fallen soldiers who continue to suffer; and
15WHEREAS, For their brave resolution to defend freedom around
16the world, Republic of Vietnam Month seeks to recognize the
17sacrifice of the more than 58,000 American service members who
18lost their lives to defend democracy in Vietnam, as well as the
19more than one million people, including service members,
20supporting personnel, and their families, who made great sacrifices
21and contributions to the fight for freedom; and
22WHEREAS, Republic of Vietnam Month also honors the
23members of the Army of the Republic of Vietnam and government
24officials, many of whom perished or were captured and held in
25communist labor camps where they suffered unspeakable abuses,
26as well as to recognize the sacrifice of their families, especially
27the wives who displayed admirable courage in the face of tragedy;
28and
29WHEREAS, To honor the great sacrifices made in the fight for
30democracy, communities throughout California will dedicate the
31month of October as a time to reflect on principles of freedom and
32democracy and the sacrifices that have been made towards the
33attainment of these ideals, as well as to commemorate the
34anniversary of the first democracy of the Republic of Vietnam and
35to thank the millions of veterans around the world who fought
36during the Vietnam War; now, therefore, be it
37Resolved by the Senate of the State of California, the Assembly
38thereof concurring, That the Legislature hereby proclaims the
39month of October 2016 asbegin delete theend delete Republic of Vietnam Month, in
40commemoration of the 60th anniversary of the adoption of the first

2for freedom and democracy during the Vietnam War, and in
3recognition of the positive contributions of Vietnamese Americans
4to the State of California; and be it further
5Resolved, That the Secretary of the Senate transmit copies of
6this resolution to the author for appropriate distribution.
