The state board is required to adopt a statewide greenhouse gas emissions limit equivalent to the statewide greenhouse gas emissions level in 1990 to be achieved by 2020 and to adopt rules and regulations in an open public process to achieve the maximum, technologically feasible, and cost-effective greenhouse gas emissions reductions. The act requires all state agencies to consider and implement strategies to reduce their greenhouse gas emissions. An executive order establishes a climate action team consisting of specified ex officio members and requires the team to make a specified biannual report to the Legislature and Governor.

This bill would establish thebegin insert Integratedend insert Climate Adaptation and Resiliency Program to be administered by the Office of Planning and Research to coordinatebegin delete state, regional, and localend deletebegin insert regional and localend insert effortsbegin insert with state climate adaptation strategiesend insert to adapt to the impacts of climate change, as specified. The bill also would require, within one year of an update to the Safeguarding California Plan, the Office of Emergency Services, in coordination with the Natural Resources Agency, the Office of Planning and Research, and relevant public and private entities, to review and update, as necessary, the Adaptation Planning Guide, as specified. The bill would establish an advisory council, as specified, to support the goals of the Office ofbegin delete Planning,end deletebegin insert Planningend insert and Research as identified by the bill. The bill would require the Office ofbegin delete Planning,end deletebegin insert Planningend insert and Research to establish a clearinghouse for climate adaptation information, as specified.

(2) The Bagley-Keene Open Meeting Act, with specified exceptions, requires that meetings of a state body be open and public and that all persons be permitted to attend.

Existing law establishes the Strategic Growth Council and requires the council, among other things, to identify and review the activities and funding programs of member state agencies that may be coordinated to improve air and water quality. Existing law also requires the council’s meetings be open to the public and subject to the Bagley-Keene Open Meeting Act.

This bill would specify certain council meetings that are not subject to the Bagley-Keene Open Meeting Act.

The Legislature finds and declares:

7(a) The state has been a leader in climate mitigationbegin delete efforts.
8However, the state’s efforts alone will not prevent global climate
9change from occurring, as noted in the update to the 2009
10California Climate Adaptation Strategy issued in July 2014. Due
11to the inevitability of climate change impacts on the state,end delete
begin insert efforts
12to reduce greenhouse gas emissions. Now, and in the coming years,
13it is critical for California and the global community to continue
14and intensify those efforts in order to avoid the most severe impacts
15from a changing climate. However, because the global climate
16system changes slowly, impacts are ongoing and will inevitably
17worsen. In order to address the challenges posed by a changing
18climate,end insert
the state must invest in building resiliency and
19strengthening adaptation efforts at the state, regional, and local
20levels using the best-available science.

24but also help the state prepare for climate change impacts.

32(c) In order to have a cohesive and comprehensivebegin delete adaptationend delete
33 response to climate change impacts, the state must have integrated
34planning with coordinated strategies across state, regional, and
35local governments and agencies.

36(d) The office is established as the comprehensive state planning
37agency that shall engage in the formulation, evaluation, and
38updating of long-range goals for factors that shape statewide
39development patterns and significantly influence the quality of the
40state’s environment, in addition to assisting state, regional, and
P4    1local agencies in a variety of research and planning efforts, pursuant
2to Section 65040 of the Government Code. Therefore, the office
3is well-positioned to work withbegin delete state, regional, and localend deletebegin insert regional

entities across thebegin delete state inend deletebegin insert state,end insert coordinatingbegin insert with stateend insert
5 climate adaptation strategies.

6(e) It is the intent of the Legislature, therefore, that adaptation
7strategies to build resiliency to the risks and impacts from climate
8change be integrated in state policies, projects, and permitting
9 processes, and that the office serve as a coordinating body for
10adaptation projects and goals across California.

40Agency, the Natural Resources Agency, the Transportation Agency,

3(b) Assisting the Office of Emergency Services and other
4relevant state agencies with coordinating regular reviews and
5updates, as needed, to the Adaptation Planning Guide, pursuant to
6Section 71356, and maintaining a copy of the guide, or an
7electronic link to a copy of the guidebegin delete hosted on another Internet
8Web site, onend delete
begin insert posted, at a minimum, on the state’s Climate Change
9Portal andend insert
the office’s Internet Web site.

10(c) Coordinating and maintaining the state’s clearinghouse for
11climate adaptation information, pursuant to Section 71360.

12(d) Conducting regular meetings with the advisory council
13established pursuant to Section 71358 in order to have technical
14support, as well as expertise and advice from regional and local
15experts working in climate adaptation throughout the research and
16planning processes, as described in this section.

(a) Within one year of an update to the Safeguarding
18California Plan, the Office of Emergency Services, in coordination
19with the Natural Resources Agency, the office, and relevant public
20and private entities, shall review and update, as necessary, the
21Adaptation Planning Guide to provide tools and guidance to
22regional and local governments and agencies in creating and
23implementing climate adaptation and community resiliency plans
24and projects. An Adaptation Planning Guide update shall be
25informed by the climate adaptation clearinghouse established
26pursuant to Section 71360 and the scientific assessments and
27recommendations in the most recent update of the Safeguarding
28California Plan. An Adaptation Planning Guide update shall
29begin insert consider the nexus between climate adaptation, community
30resiliency, public safety, and security,end insert
provide information and
31planning support for assessing climate vulnerabilities across impact
32sectors and regions and developing adaptation strategies that can
33be tailored to meet localbegin delete needs.end deletebegin insert needs, and include, at a minimum,
34all of the following:end insert

35(1) Guidance for coordinating adaptation planning activities
36among state and local governments and regional collaboratives.

37(2) Adaptation planning guidance and strategies for natural
38hazards exacerbated by climate change.

39(3) Guidance for conducting vulnerability assessments and
40identifying risk reduction strategies for communities.

4relates to local and regional impacts.

5(b) As part of updating the Adaptation Planning Guide,begin insert the
6Office of Emergency Services, in consultation withend insert

with the advisory council created pursuant to Section

9northern, southern, and central regions of the state to obtain input
10from the public and leaders in local and regional climate
11preparedness.

(a) An advisory council to the office is hereby
13established. The advisory council shall be comprised of members
14from a range of disciplines, in order to provide scientific and
15technical support, and from regional and local governments and
16entities. The advisory council shall support the office’s goals, as
17identified in this part, to facilitate coordination among state,
18regional, and local agency efforts to adapt to the impacts of climate
19change.

20(b) Members of the advisory council shall have expertise in the
21intersection of climate change and areas that include, but need not
22be limited to, any of the following:

23(1) Public health.

24(2) Environmental quality.

25(3) Environmental justice.

26(4) Agriculture.

27(5) Transportation and housing.

28(6) Energy.

29(7) Natural resources and water.

30(8) Planning.

31(9) Recycling and waste management.

32(10) Local or regional government.

33(11) Tribal issues.

35(c) The advisory council shall meet with the office as needed,
36but not less than three times a year.

(a) (1) The office shall coordinate with appropriate
38entities, including state, regional, or local agencies, to establish a
39clearinghouse for climate adaptation information for use by state,
40regional, and local entities.

P7    1(2) The clearinghouse shall be a centralized source of
2information that provides available climate data to guide
3decisionmakers at state, regional, and local levels when planning
4for and implementing climate adaptation projects to promote
5resiliency to climate change. The clearinghouse may include, but
6is not limited to, any of the following:

7(A) A collection of the best-available resources that may include
8projections and models, vulnerability assessments, and downscaled
9data for climate change impacts throughout the state, when
10available, at statewide, regional, and local levels for both near-term
11and longer term timescales, including year 2050 and year 2100
12projections. Climate change impacts may include, but are not
13limited to, impacts to public health, natural resources,
14environmental quality, and infrastructure.

15(B) Tools that allow for the visualization or identification of
16regional and local impacts across the state and that integrate
17best-available data on vulnerable populations and infrastructure.

18(C) A library of relevant white papers, case studies, research
19articles, and climate adaptation best practices that are searchable
20by relevance to region, locality, and sector.

21(D) Information concerning funding opportunities for adaptation
22research, planning, and projects.

23(E) Regionally prioritized best-practice adaptation projects that,
24as appropriate, integrate efforts to reduce greenhouse gas emissions
25across the state.

26(b) The clearinghouse shall be regularly updated.

29and because the council is designed to facilitate communication,
30coordinate policy outcomes, and improve efficiencies among

13strategies to the Governor, the Legislature, and appropriate state
14agencies to encourage the development of sustainable communities,
15as set forth in subdivision (b) of Section 75125.

16(C) Developing grant guidelines, such as those specified in
17Section 75125, that are otherwise subject to public participation
18process requirements.

19(b) The council may sponsor conferences, symposia, and other
20public forums, to seek a broad range of public advice regarding
21local, regional, and natural resource planning, sustainable
22development, and strategies to reduce and mitigate climate change.
