To the Members of the California State Senate:

I am returning Senate Bill 253 without my signature.

This bill adds more requirements for juvenile court authorization and
oversight of psychotropic medications for children in the child
welfare and probation systems.

Last year, I signed a bill that required the Judicial Council,
working with stakeholders, to amend and adopt rules of court and
forms to help judges determine whether to authorize the use of
psychotropic medications.  These new rules and forms took effect July
1, 2016, and require significantly more information to be submitted
to the court.  Until we know the impact of these changes, it is
premature to legislate additional measures.
