Existing law establishes the Commission for Economic Development for the purpose of providing continuing bipartisan legislative, executive branch, and private sector support and guidance for economic development of the state. Existing law authorizes the commission to appoint advisory committees to represent specified segments of the state’s economy for the purpose of carrying out its responsibilities.
This bill would declare the intent of the Legislature to enact legislation that would promote job and business growth and encourage economic development. The bill would make related findings and declarations.

The people of the State of California do enact as follows:
(a) The Legislature finds and declares all of the
2following:
3(1) California workers and businesses are currently facing severe
4economic conditions.
5(2) Unemployment in California remains high after the mortgage
6crisis and the subsequent economic collapse.
P2 1(b) It is the intent of the Legislature to enact legislation that
2would promote job and business growth and encourage economic
3development.
