Existing law establishes the Commission on Teacher Credentialing to issue teaching and services credentials, and to establish standards for the issuance and renewal of credentials, certificates, and permits. Existing law requires the commission to report to the Legislature and the Governor on the availability of teachers in California, including specified information, by April 15 of each year.
This bill would require the commission to develop recommendations on a certificated employee evaluation system that is capable of being used by local educational agencies statewide and that contains specified measures. The bill would require the commission to submit a report containing those recommendations by January 1, 2018, to the Legislature and the Governor.

The people of the State of California do enact as follows:
Section 44225.9 is added to the Education Code,
2to read:
(a) The commission shall develop recommendations
4on a certificated employee evaluation system that is capable of
P2 1being used by local educational agencies statewide. The evaluation
2system shall consist of multiple measures, including, but not limited
3to, all of the following:
4(1) Principal or supervisor observation.
5(2) Pupil performance on statewide assessments, including
6achievement levels and growth.
7(3) Pupil, parent, and peer surveys, as appropriate.
8(b) The commission shall submit a report containing its
9recommendations to the Legislature and the
Governor by January
101, 2018.
11(c) (1) A report to be submitted pursuant to subdivision (b)
12shall be submitted in compliance with Section 9795 of the
13Government Code.
14(2) Pursuant to Section 10231.5 of the Government Code, this
15section is repealed on January, 1, 2022.
